About this file
This Amendment 1 document pertains to a multi-agency Invitation for Bid issued by the State of South Carolina's Information Technology Management Office for Ellucian ERP IT Consultant services. The solicitation seeks personnel across multiple job categories to support Banner and Colleague Ellucian software implementations and projects. The original solicitation (5400012302) was issued on March 27, 2017, with a bid submission deadline of April 11, 2017, at 11:00 AM through the South Carolina procurement website. No site visits or bidders conferences were required for this opportunity. Award was scheduled to be posted on April 13, 2017. This is a multi-agency contract available for use by all participating governmental units, and the contract term follows standard state procurement guidelines with a thirty-day offer hold period after opening.
The amendment addresses sixteen questions from prospective bidders regarding rates, budget, payment terms, personnel staffing requirements, and insurance documentation. Key clarifications include that hourly rates in the current solicitation are lower than previous rates due to separated travel expense reimbursement options, no specific project budget is established as each utilizing governmental unit will determine individual project needs, and all responsive and responsible offerors will be awarded contracts. The State is not currently paying Ellucian for these services, and the previous incumbent contracts expire April 23, 2017. Vendors offering rates exceeding those specified in Section VIII's Bidding Schedule will be ineligible for award on affected line items. No local preference applies to this solicitation, and resumes are not required at bid submission but may be requested by governmental units during individual project scopes of work.

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING
FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS
RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-
REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT
FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART
OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY
THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL
PROVISON. STRICKEN TEXT IS DELETED.
The following questions were received pursuant to the original date and time specified on the front of the solicitation:
1. Question: The rates in the document seem to be lower than previous rates. Is there a reason for this?
State’s Response: The previous solicitation's rates included all travel related expenses in the hourly rates. Under the current solicitation, UGU's are able to select their preferred method of reimbursing travel expenses as outlined in Section III, Paragraph III - "Billing", Item (d.) on page seventeen (17) of the solicitation document.
2. Question: What rates is the IT Management Office currently paying to Ellucian for these services?
State’s Response: The State is not currently paying Ellucian for these services.
3. Question: Has there been any extension announced so far on the bid due date?
State’s Response: There has not been an extension to the bid due date.
4. Question: Is there any extension anticipated?
State’s Response: The State does not anticipate an extension.
5. Question: Can you please share with me the budget approved for the work to be done as part of this bid?
State’s Response: There is not a budget for this solicitation as there are no specific projects outlined to be performed.
This is a multi-agency solicitation and each UGU will utilize the awarded Contractor(s) as needed for their individual Ellucian ERP related projects that require personnel of the caliber and capability described in Attachments C and D.
6. Question: Can you please share with me the public URL for the contract documents or approved rates under this bid in the past?
State’s Response: The solicitation, contract, and award documents for the preceding solicitation can be found at:
http://webprod.cio.sc.gov/SCSolicitationWeb/contractSearch.do?solicitnumber=5400004100. Please note in the past the Colleague personnel categories were not included.
7. Question: Can you confirm that any rates exceeding those outlined in section VIII. Bidding Schedule will result in vendors being rejected?
State’s Response: If a vendor offers a rate exceeding the rate outlined in Section VIII. Bidding Schedule for the corresponding line item, the vendor will NOT be eligible for award on that particular line item.
8. Question: “Section III.ii.j: All Contractors must be able to provide candidates for personnel categories they are awarded. Failing to provide a candidate more than twice in a year shall be grounds for contract termination. If a Contractor is unable to provide a candidate because their candidates are already performing work on this contract, the http://webprod.cio.sc.gov/SCSolicitationWeb/contractSearch.do?solicitnumber=5400004100
State may use its discretion to evaluate failure to provide a candidate.” Can you provide clarification on how this will be tracked and documented?
State’s Response: Each UGU will individually keep track of when a vendor fails to provide a requested candidate. If it happens twice within a year, the UGU will notify the Information Technology Management Office Procurement Officer who will make it a part of the contract record and determine whether contract termination is in order.
9. Question: Will the State of South Carolina be willing to extend the due date by two weeks, making the new due date April 25, 2017?
State’s Response: The State will not be extending the due date.
10. Question: Section IV. i.: “You shall submit a signed Cover Page and Page Two. If you submit your offer electronically, you must upload an image of a signed Cover Page and Page Two. Your offer should include all other information and documents requested in this part and in parts II.B. Special Instructions; III. Scope of Work; V. Qualifications; VIII.
Bidding Schedule/Price Proposal; and any appropriate attachments addressed in Part IX. Attachments to Solicitations.”
Can you provide clarification on what type of response the state would like to Section III. Scope of Work?
State’s Response: No specific documents were requested in Section III. Any offer to this solicitation will indicate that the Offeror accepts all the duties and responsibilities outlined in Section III, Scope of Work.
11. Question: Section IV – Information for Offerors to Submit, Information to submit – General first paragraph – “You should submit a summary of all insurance policies you have or plan to acquire to comply with the insurance requirements stated herein, if any, including policy types; coverage types; limits, sub-limits, and deductibles for each policy and coverage type; the carrier's A.M. Best rating; and whether the policy is written on an occurrence or claims-made basis. [04-4010-2]” Please clarify if vendors are to submit a copy of their insurance policy with this solicitation.
State’s Response: Vendors should submit a summary of all insurance policies they have or plan to acquire to comply with the insurance requirements stated within the solicitation.
12. Question: Service Provider Security Assessment Questionnaire – Required. First paragraph –“[ASK QUESTIONS
NOW: If you have a properly qualified third-party report or certification you believe we should accept in lieu of those identified in item (b), submit a question identifying same pursuant to the clause titled Questions from Offerors.]”
Above paragraph refers to an “item b” that we cannot identify. Can you please clarify what item (b) is referring to?
State’s Response: See Attachment B, item number five (5) for a list of qualified third-party reports and certifications.
13. Question: We have services for Banner by Ellucian and Colleague by Ellucian customers not outlined in your scope of work/specifications that we feel would greatly benefit institutions using the Banner and Colleague software. We sell some fixed-fee managed services and task sourcing contracts, which we are to provide tremendous value to the client because we can recruit and maintain top talent to achieve that single function or task over multiple clients. Are we allowed to add a section to the RFP that would enable you to select additional offerings not identified in the scope of work/specifications that would be of high value to the colleges and universities of South Carolina?
State’s Response: No other services will be considered for award.
14. Question: Is this a new requirement? If not, can you please provide the name of the incumbent?
State’s Response: The “Banner” personnel categories portion of the solicitation has previously been competitively bid.
The solicitation, contract, and award documents for the preceding solicitation can be found at:
http://webprod.cio.sc.gov/SCSolicitationWeb/contractSearch.do?solicitnumber=5400004100. However in the past the “Colleague” personnel categories were not included.

State’s Response: The current contracts expire April 23, 2017.
16. Question: How many vendors would be awarded contract as a part of this opportunity?
State’s Response: All responsive and responsible offerors will be awarded a contract.

The UGU will determine whether onsite or remote personnel are required for each Statement of Work.”
19. Question: What is the number of positions available for each job title?
State’s Response: There are not a finite number of positions available for each job title. Each UGU will utilize the awarded Contractor(s) at their discretion to secure the necessary type and number of personnel to meet their individual Ellucian ERP related project specific needs.
