About this file

This is Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for full depth patching work in Edgefield County. The project involves mobilization, traffic control, and full depth asphalt patching work on a highway stretch. Offers must be submitted online at http://www.procurement.sc.gov by September 1, 2021 at 2:30 PM. Questions from offerors must be received by August 25, 2021 at 12:00 PM. No pre-bid conference or site visit is required. Award was scheduled to be posted on September 3, 2021. Offerors must hold their bids open for a minimum of 30 calendar days after the opening date. One copy of the signed solicitation form must be submitted with each offer. The contract will be formed with a single, distinct legal entity identified as the offeror.

The amendment clarifies several key points regarding bid submission and project scope. A bid bond is not required for this solicitation despite initial language referencing a 5% bid bond requirement. Contractors must submit their own pricing rather than use the $40.00 per square yard unit price that appeared in the original tendering text for estimation purposes only. Replacement of existing road pavement markers (RPMs) is not included in this contract; any RPMs removed or damaged incidental to patching will be replaced by SCDOT Maintenance after contract completion. Shoulder rebuilding is not required as patching will be performed at the same elevation as the existing roadway. The procurement officer is Renee Frazier, reachable at 803-737-0970 or FrazierRC@scdot.org.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING

FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS

RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-

REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT

FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE

ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL

PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]

QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.

1. In the “Standard Clauses, Part 2B, Section 2B010-1”, it states to provide a bid bond in the amount of 5%. How will this bid bond be submitted if we will be submitting electronically (as an attachment, hand deliver, etc.)? Will a bid bond be required?

-A Bid Bond is not required for this solicitation.

2. On page 32 of the solicitation package, under the “tendering text” on Line number 0001, you state, “…This includes Mobilization, Traffic Control and 6” Full Depth Patching of 2000 SY at $40.00/SY”. Are we held to the Unit price of “$40.00/SY” or are we to price what our actual cost will be on this project? Please clarify.

- Contractor needs to enter their own price. The tendering text information was left in error.

This was for estimation purposes only and has been removed from the solicitation and republished.

3. There are existing RPM’s on this stretch of highway. Are these to be replaced? If so, how are they to be paid?

-Replacement of RPM’s will not be included in this contract. If any RPM’s are removed or damaged incidental to the patching, SCDOT Maintenance will replace them after this contract work is completed.

4. Who is responsible for any shoulder rebuilding that may be required on this project as a result of the patching? You are patching back the asphalt at the same elevation as the existing roadway so shoulder building should not be required.

-The Department concurs with the answer provided above. (*answer already indicated with question)
