About this file

This is Amendment #1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Transportation (SCDOT) for median tree cutting operations on I-20 in Kershaw County. The project involves clearing operations within the I-20 median, with work requiring adherence to strict traffic control protocols. Questions from offerors were due by February 9, 2022, at 12:00 PM, and sealed bids were due online by February 28, 2022, at 2:30 PM. Award notification was scheduled for March 21, 2022. The solicitation document references standard SCDOT drawings for daytime and nighttime lane closure requirements, as well as interstate shoulder closure specifications. No site visit or pre-bid conference information is specified in this amendment.

The amendment addresses critical operational requirements clarified through bidder questions, including the mandatory provision of crash trucks during clearing operations, lane closure requirements when work occurs within 10 feet of adjacent travel lanes, and shoulder closure sufficiency for work outside that buffer zone. Contractors are solely responsible for providing appropriate traffic control based on SCDOT standards; the department will not provide pace cars or supplementary traffic management. Equipment storage must maintain a minimum 30-foot distance from adjacent travel lanes. Only two traffic control options are permitted: shoulder closures or lane closures, with no alternative configurations allowed. Specific pricing, funding amounts, or set-aside information is not detailed in this amendment document.

Stricken text is deleted. [02-2A097-1]

Q-1 Does a crash truck need to be provided during clearing operations?

A-1 Yes, they will need to have a crash truck. See standard drawing 610-105-01 for Daytime lane closure requirements & 610-110-01 for Nighttime lane closure requirements. See standard drawings 610-

310-00, 610-315-00, 610-320-00 & 610-325-00 for Interstate shoulder closures.

**** Traffic control that impedes the natural flow of traffic will have to adhere to the lane closure restriction for this section of Interstate. ****

Q-2 Does the SCDOT require lane closures for mulching work inside a median of an interstate?

A-2 Yes when the work is taking place within 10 FT of the edge of an adjacent travel lane. If work is taking place outside of the 10 Ft of the adjacent travel lane then a shoulder closure will be sufficient.

See 2007 standard specification for highway construction 610.4.3.2

Q-3 It is stated that "the primary route highway will not be affected by this work and no lanes on the primary rout will be closed during the activity." How should we plan to unload/load equipment on to the site? Will the SCDOT provide pace cars to slow traffic or how will this be handled?

A-3 It will be the contractor’s responsibility to provide the correct traffic control based on the mentioned information above. SCDOT will not provide any type of traffic control.

Q-5 What is the minimum distance from edge of pavement of an interstate that machines can work and be stored?

A-5 Minimum distance machines can work, refer to above. Machines have to be stored at minimum 30

Ft from the adjacent travel lane.

Q-6 What kind of traffic control is anticipated if lane closures are not an option?

A-6 There are only two options allowed. Shoulder closure or Lane closure there are no other traffic control options available for this work.
