About this file

This Amendment 1 document pertains to a janitorial services solicitation issued by the State of South Carolina's Division of Procurement Services for Aiken Technical College. The solicitation requests janitorial services for the college campus and was issued on November 19, 2021, with a submission deadline of December 16, 2021, at 11:00 AM EST. A non-mandatory pre-bid conference was held on November 18, 2021, at 10:00 AM EST via Microsoft Teams. Questions from offerors were due by November 18, 2021, at 3:00 PM EST. Offerors must submit one online copy in SCEIS with cover pages. The award was scheduled to be posted on December 23, 2021. The solicitation requires nine janitorial staff members working eight-hour shifts per day to provide daily cleaning services across multiple campus buildings totaling approximately 60% hard floor and 40% carpet surfaces (gross square footage detailed on page 15 of the solicitation). The contract will be awarded to a single bidder determined to be responsive and responsible with the lowest overall total price.

The current annual budget for janitorial services is $320,000.00, with invoices paid on a weekly basis. The incumbent contractor, Kelly Services, has provided services for approximately 11 years under a state term contract. The contractor will be responsible for providing employee uniforms and all necessary cleaning supplies and equipment, while Aiken Technical College will furnish golf carts as needed, PPE (masks and gloves), and all specialized cleaning supplies. Employees will not receive paid holidays; however, the campus closes on six designated days annually. The current approximate hourly pay rate is $12.00 per hour. Special event cleaning and after-hours cleaning services are available and will be invoiced as utilized, with advance notice required. Contractor employees must pass a SLED background check ($25.00 per check) and wear name identification. The college employs one full-time Janitorial Manager, David Przygoda, who will oversee the contracted staff, assign tasks, monitor performance, maintain schedules, and conduct quality inspections.
