The solicitation number is 5400024962, issued on March 27, 2023, with the procurement officer being Nakendra Perry. A pre-bid conference is scheduled for March 22, 2023, at 10:30 A.M. EST via Microsoft Teams, with vendors required to contact the procurement manager by March 21, 2023, at 11:00 A.M. EST to receive access information. The deadline for submitting questions is March 23, 2023, at 11:00 A.M. EST, and offers must be submitted online at http://www.procurement.sc.gov by April 17, 2023, at 11:00 A.M. EST. Award notification is scheduled for April 25, 2023. Bidders must hold their offers open for a minimum of ninety calendar days after the opening date.
The amendment clarifies that bidding shall be on a square foot face of wall basis and requires all contractors to be bonded. Specifically, bidders must submit either a bid bond issued by a South Carolina-licensed surety or a certified check in the amount of five percent of the total bid amount. Additionally, the successful contractor must provide a performance bond in the full amount of the contract sum within ten days after award, issued by a surety company licensed in South Carolina with an "A" minimum rating and financial strength of at least five times the contract amount. Offerors may claim South Carolina vendor preferences if they meet statutory requirements and maintain an in-state office. All other terms, conditions, bidding instructions, and specifications from the original IFB remain unchanged.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4) & (6)]
