About this file
This is Amendment 1 to an Invitation for Bid solicitation issued by the SC Forestry Commission for seeding, erosion control, and wildlife enhancement services on Sumter National Forest. The project involves applying a Dove & Quail Mix seed blend at 40 pounds per acre to prepared seedbeds on timber sale decks and skid trails. The original solicitation deadline of November 18, 2025, was extended to December 2, 2025, at 2:00 PM, with questions requiring receipt by November 13, 2025, at 11:00 AM. No pre-bid conference or site visit is required. Award notification is scheduled for December 4, 2025. The contract period has been revised from December 1, 2025 through January 30, 2026, to May 1, 2026 through July 15, 2026, to accommodate appropriate seasonal application requirements. Bidders must submit one copy of their sealed offer to the SC Forestry Commission at 5500 Broad River Road, Columbia, SC 29212, or electronically through www.procurement.sc.gov. The solicitation number is 5400028982, and the procurement officer is Jennifer Coleman at 803-896-8836 or jcoleman@scfc.gov.
Amendment 1 clarifies specification requirements, particularly addressing bidder inquiries regarding seed mixes, mulching, and site accessibility. The amendment confirms that areas are accessible by four-wheel drive vehicles via open or gated roads, with keys or gate access provided at pre-entry or through the procurement officer's coordination. The work scope explicitly addresses seeding of timber sale decks and skid trails only, excluding service work areas. No performance bonds are required, with payment issued upon work completion. The revised seed specification requires application of a Dove & Quail Mix at 40 pounds per acre, replacing the original fertilizer application requirement of 300 pounds of 17-17-17 fertilizer with pelletized lime, with revised completion dates of July 15, 2026. Additional maps have been provided as Attachment C to clarify mastication lines and work locations.

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.
1. Question: Are all of the locations on the maps provided open (not gated and locked) and are they accessible by a 4 wheel drive vehicle so we can view the current site conditions and access?
· State’s Response: No Change. These areas will be accessible by 4 Wheel drive and are on open roads or gated roads which will be opened.
2. Question: If the gates are locked, where do we check out a key to view the sites listed that you are requesting a price to perform the work according to the specifications?
· State’s Response: No Change. If the gates are locked, they will be given a key at the pre-entry of the work or the gates will be opened for them to access.
3. Question: If we are not going to be allowed to check out a key for access (if the gates are locked) who do we call to escort us out to view the work in which we are quoting and provide a performance Bond guarantying to complete the work ?
· State’s Response: No Change. Most areas are open and on open roads that is accessible. We do not do performance bonds on the guarantee of the work as it will be paid upon completion. A point of contact can be given by contacting the listed procurement officer.
4. Question: In the maps, on the Index page, Item #2. Map 283IRTC shows map 1 of 5. We do not have maps 2-5. May we get these maps?
· State’s Response: No Change. Map 1 is the only map of the timber sale that will need to be seeded as the other maps were for service work of that timber sale and not requiring any seeding of the decks.
5. Question: Some of the maps do not have any page number(s). Are they intended to be Page 1 of 1?
· State’s Response: No Change. The page number on the maps is actual sale maps for each timber sale so the green dots and lines on each map is the location of the work that is needed to be completed.
6. Question: In Attachment B, are the "2025_Mastication lines" the fire lines that are in scope to be cleared for this project and can they be marked on the legend?
· State’s Response: Change. New maps have been added to the solicitation to show requested information as Attachment C.
7. Question: Page 13, Work Involves: #1,2,3 and 4. This does not address using straw (or other types) mulch over the newly seeded areas, this is usually a standard practice. Is mulching required? If so, please provide type and quantity per acre.
· State’s Response: No Change. The acreage listed in the solicitation is the acreage of the decks and skid trails that require the seeding. The acreage listed on the maps are from the actual timber sale area that was cut and should not be used to price the deck. Use the amount in the solicitation.
8. Question: In order to provide erosion control in a timely manner, can you please verify the mix and application window as it is late in the season for a winter blend mix?
· State’s Response: Change. The new dates of completion will be May 1st- July 15th and the mix required will be a Dove & Quail Mix (40lb. bag/acre).
