About this file
This is Amendment 1 to a Request for Proposal issued by the State Fiscal Accountability Authority (SFAA), Division of Procurement Services, on behalf of the SC School for the Deaf and Blind (SCSDB) for security services. The solicitation requests proposals from established, nationally recognized security services contractors to provide on-site security coverage including officer placement at main entrances, traffic control, special event security, and security monitoring equipment. One security officer must be on site at all times with flexible shift coverage to accommodate weekday shifts of 8 hours and weekend shifts of 12 hours, based on an estimated 3,196 annual hours. The non-mandatory pre-proposal conference is scheduled for September 14, 2026 at 10:00 a.m. EST via Microsoft Teams, with questions due by 5:00 p.m. EST on the same date. Proposals must be submitted online by October 5, 2026 at 11:00 a.m. EST through the state procurement website. Award notification is scheduled for November 5, 2026, with contract commencement on November 17, 2026, for an initial one-year term with four optional one-year renewal periods.
The contract requires fixed pricing for the entire contract duration, with payment due thirty days after invoice submission; no accelerated payment options are available. The contractor bears full responsibility for officer salaries, benefits, payroll taxes, workers' compensation, and employer's liability insurance. Required insurance includes commercial general liability of $1 million per occurrence, auto liability of $1 million per accident, workers' compensation at statutory limits, and an employee dishonesty bond with minimum coverage of $50,000 per occurrence. All security officers must comply with South Carolina Code of Laws Title 40, Section 40-17-10, maintain appropriate licensing and registration through the State Law Enforcement Division (SLED), possess current firearms permits, and pass comprehensive screening including criminal background checks, drug testing, mental and emotional stability assessments, and U.S. citizenship verification. The incumbent contractor information is available through the state contract database. Emergency call-out response time is required within 2 hours, with minimum advance notice of 2-3 days for planned vacation coverage. Evaluation of proposals will be based on technical proposal, qualifications, and cost, with award to the highest-ranked responsive and responsible offeror.

1. Is there an incumbent? If so, who and are you happy with their service?
State’s Response: Incumbent information can be found at the weblink below.
https://apps.sceis.sc.gov/SCContractWeb/contractDetail.do?contractNumber=4400037678&hideReturnButton=false
2. Solicitation Page 14 – “At the Pre-performance Conference, the Awarded shall submit a list of all pre-screened security officers assigned to this contract along with registration/identification cards as approved/ provided by SLED prior to beginning work.” Question: Please clarify at what point in the procurement process should a list of all pre-screened security officers be submitted?
State’s Response: Post Award for awardee only.
3. Solicitation Page 15 – “One officer is required on site at all times. Flexibility in shifts is required to ensure an officer is always present. Local officers must be available for emergency call-ins in the event of onsite officer illness or no shows. Additional coverage must be provided as needed for SCSDB FTE’s while on sick leave, vacation or holiday. Standard pay will be provided during these times. Additionally, SCSDB will give as much advanced notice as possible but cannot guarantee advanced notice in all cases.” Question: Please provide more details regarding the scheduled hours of coverage for the assigned security officers.
State’s Response: See response to question 5 herein.
4. Solicitation Page 17, Section IV. Information for Offerors to Submit. “Your offer should include all other information and documents requested in this part and in parts II.B. Special Instructions; III. Scope of Work; V. Qualifications; VIII. Bidding Schedule/Price Proposal; and any appropriate attachments addressed in Part IX. Attachments to Solicitation.” Question: We understand that the Bidding Schedule/ Price Proposal should be submitted as a separate “stand-alone” document from the Technical Proposal – what other Attachments to the Solicitation are you referring to that should be included and is it acceptable to label this proposal volume “Price/ Business Proposal” with its own Cover Page that would include the completed Bidding Schedule/ Price from Section VIII in the Solicitation?
State’s Response: This is a standard state clause required for all solicitations. The language is preset to be general. If there are no attachments required, then there is no need to include any.
5. Night Coverage- When night coverage is needed, is there a typical shift length or time range the contractor should anticipate?
State’s Response: M-TH should be 8 hour shifts (7:00am-3:00pm; 3:00pm-11:00pm; 11:00pm-7:00am) Friday- Saturday Morning will be a 12 hours shift (11:00PM- 11:00am); Saturday- 11:00am-11:00pm; Saturday-Sunday morning (11:00pm-11:00am & 11:00am-11:00pm)
6. Call-Out / Emergency Response- For an unexpected call-out or same-day absence, what response time does SCSDB expect from the contractor after notification?
State’s Response: If it’s unexpected and coverage is needed immediately, the response shall have a turnaround time of 2 hours.
7. Vacation Coverage- How much advance notice is typically provided when vacation coverage is needed?
State’s Response: A minimum of 2-3 days advanced notice.
8. Officer Orientation / Site Training- Following award, will SCSDB provide site-specific orientation and training for the contractor’s designated officers regarding the guard station, campus access systems, surveillance cameras, fire alarm systems, emergency notification systems, radio communications, and SCSDB-specific procedures? If so, how many officers may the contractor have trained initially so that qualified backup officers are available for weekends, vacations, sick leave, and emergency call-outs?
State’s Response: SCSDB prefers the same officers and not a rotation. However, in case of emergencies, 2 additional officers in the queue is acceptable.
9. Coverage Contingency / Unfilled Shift- In the event of an unforeseen circumstance where the contractor has exhausted its available replacement personnel and is unable to provide coverage for a requested shift, what notification procedure and timeframe does SCSDB require, and are there any contractual penalties or other consequences associated with an uncovered shift?
State’s Response: Immediate shift coverage is required. At least 1 officer needs to be available to cover at all times.
10. Special Events / Additional Hours- If additional security is requested for special events or other needs, are those hours included within the estimated 3,196 annual hours or would they be additional billable hours?
State’s Response: Yes
