About this file

This Amendment 1 document modifies the Request for Proposal (RFP) issued by the South Carolina Department of Administration, Office of Technology & Information Services for K-12 E-Rate Fiber Services across three school districts: Laurens 55, Lexington 1, and Orangeburg. The solicitation encompasses three service lots covering leased lit fiber services, dark fiber leasing, and dark fiber services with maintenance and operations for approximately 90 school facilities. Proposals must be submitted online by December 5, 2025 at 11:00 a.m., with questions due by November 14, 2025 at 5:00 p.m. No bidders conference is scheduled for this procurement. Award notification is targeted for December 12, 2025. The resulting contract will run for five years from July 1, 2026 through June 30, 2031. Offerors must submit one online submission and one redacted copy online and acknowledge receipt of this amendment on Page Two of the solicitation cover page.

The amendment addresses four key questions from potential offerors regarding submission deadlines, pricing requirements for multiple lots, service bundling options, and network architecture preferences. Offerors must provide pricing for all lots under which they have services available for all three school districts, though vendors may specialize in single categories. The State's responses clarify that the most cost-effective option will receive the heaviest weighting during evaluation and that offerors may propose their preferred network architecture. Vendors must hold offers open for a minimum of thirty calendar days after the opening date and possess valid Service Provider Identification Numbers and Federal Communications Commission Registration Numbers to participate in the E-Rate program. The procurement is subject to E-Rate timelines and funding constraints, and all terms, conditions, bidding instructions, and specifications not modified by this amendment remain unchanged from the original RFP.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]

The following questions were received pursuant to the original date and time specified on the front of the solicitation:

Question 1 – Is it possible for the submission deadline to be extended from its current date of December 5, 2025 at 11:00 AM? The additional time would allow us to ensure our proposal is as thorough and competitive as possible.

DTO response: We are unable to extend the submissions deadline due to E-Rate timelines.

Question 2 – Section VIII and Attachment I require pricing on all three lots. How does the service provider provide costs for services that may not be applicable at any given site? A solution may consist of one Lot or of a combination of Lots depending on the nature of the facilities available or to be provided. How can all spreadsheets be priced if one or a combination of lots are not available? If a service provider specializes in only one category, then why must other lots be priced if the schools can pick between lot pricing and vendors? Please clarify.

DTO response: The Offeror will provide pricing for the Lots under which they have services available for all three school districts.

Question 3 – Can the state explain the Section III direction in the SOW as it pertains to “leased dark fiber services and lease lit fiber services may each be competed either as a bundled service” and the Section III direction for no services for Category 2? SOW Requirements in Sections 11, 12, and 13 may and can require intelligence at the premise end to complete these tasks. If service providers provide a single bundled rate including intelligent terminating equipment does this suffice the requirements in Section III? Please clarify.

DTO response: When scoring this solicitation, the most cost-effective option must be the heaviest weighted. This portion of the solicitation is saying the award can be for lit or dark fiber by district, determined upon scoring the proposal(s). The State E-Rate Consortium, as part of the K-12 School Technology Initiative only applies for Category 1 services. All Category 2 service are applied for by the three school districts in this solicitation.

Question 4 – Is there a particular network architecture preferred or required by the districts such as hub and spoke or ring architecture?

DTO response: The Offeror can provide information on the type of network architecture they can provide to all three school districts.

ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION. CONTACT INFORMATION CAN BE FOUND IN THE TOP RIGHT HAND CORNER OF THE COVER PAGE OF THIS AMENDMENT. REFERENCE THE “DUTY TO INQUIRE” CLAUSE IN THE ORIGINAL REQUEST FOR PROPOSAL.
