About this file

This is Amendment 1 to a Request for Quotes issued by the South Carolina Department of Natural Resources for the procurement of a 17' Guardian Boston Whaler boat and trailer package. The solicitation was issued on December 7, 2018, with a submission deadline of December 27, 2018, at 10:00 AM. Questions from potential offerors were due by December 13, 2018, at 12:00 PM and should be directed to Procurement Officer Andy Bowman at BowmanA@dnr.sc.gov or 803-734-3933. Award was scheduled to be posted on December 28, 2018. The amendment clarifies specifications and requirements resulting from vendor inquiries regarding the boat's assembly and testing procedures. No pre-bid conference or site visit was required for this solicitation.

The amendment addresses two critical questions regarding engine specifications and manufacturing responsibilities. The state confirmed that a 90 HP Yamaha engine is required for the boat, with steering rigging and navigational light installation to be performed by the manufacturer. Post-engine installation rigging and water testing will be completed by The Boat Shed, a marine sales and repair business located in Georgetown, South Carolina, relieving the manufacturer of responsibility for these tasks. Offerors were required to hold their offers open for a minimum of 90 calendar days following the opening date, and all submissions were to be made online through www.procurement.sc.gov. State vendors needed to register with South Carolina and provide their state vendor number with their offers.

Vendor Questions and Answers

1. As the vendor, and per the spec requirement of installing the rigging, gauges, wiring, we will need to know which engine manufacturer will be purchased for the boat? We are unable to install the rigging and associated gauges without the knowledge as to which engine manufacturer will be installed on the boat (ie: Mercury, Yamaha, Suzuki, BRP). Also, without an engine installed here at the plant, we will not be able to water test the boat as noted in the Specifications.

Answer: The engine is a 90 HP Yamaha which is what is rated for the size boat requested. The only rigging required of the boat is for steering and navigational lights. Any rigging for the motor will be done by The Boat Shed which is a business located in Georgetown that specializes in marine boat sales, rigging, and repair. The water testing will be done by The Boat Shed after the engine is attached and is not a requirement for the manufacturer.
