About this file
This document is Amendment #1 to a Request for Quotes (RFQ) issued by the South Carolina Department of Natural Resources (SCDNR) for the maintenance of Abbeville County boat landings. The RFQ seeks proposals for cutting grass, weed eating, and replacing roadway directional signs at the boat landing areas twice per month. No drawing or illustration is available, but the specifications outline the areas to be maintained. The RFQ has a submission deadline of September 30, 2024 at 10 AM, and the award will be posted on the same date. There will be no pre-bid meeting, but vendors are encouraged to visit the site. The contract will be for one year, with no renewal options.
Regarding pricing, the RFQ states that additional requests for trash/debris removal or minor repairs to bathroom units will be handled through change orders. Dead tree removal and replacement of vandalized/stolen signs are also addressed. The successful bidder will be given the first opportunity to perform any additional work requested, such as snow/leaf removal or roadway/erosion repairs, with pricing to be negotiated. The RFQ does not mention any set-asides, incumbents, or funding sources.

Vendor Questions and Answers:
1: Can a drawing, illustration, aerial view map, etc be provided with areas marked or highlighted that need to be maintained?
Answer: No drawing or illustration should be needed. Specifications state “Cut grass and weed eat around the boat ramp areas, toilet area, parking areas and access drives up to the woods line twice (2) a month, from the boat ramp to the main roadway.”
2: Will there be additional requests for trash, storm debris removal, cleaning and if this falls outside the 2 times per month how will cost be determined?
Answer: We do not anticipate additional requests outside of the 2 times per month. If there are, we’ll handle those through an additional fee proposal with successful bidder.
3: Will dead tree removal pay an additional cost since there is no way to estimate the occurrence of this work?
Answer: No
4: Who will provide the roadway directional signs that have to be replaced due to theft, damage or vandalized and how will cost be determined?
Answer: This is the responsibility of the successful bidder. Specifications state “Replace any roadway directional signs that are vandalized or stolen from the parking areas and access drives.” Since this is a rare occurrence, we shall exclude this from the monthly cost that you will submit and we will handle as a change order.
5: Define "minor" repairs to bathroom units and how cost will be determined.
Answer: A partial list of minor repairs might include: replacing wood flooring/siding, door locks, toilet paper holders, shingle roofing, etc.
6: How many times per year is it expected for sediment to be removed from the ramp? When are the low-level periods? Winter? Summer?
Answer: Some years, sediment removal is not required, but I would anticipate one (1). Lake Russell does not have a low-level period.
7: If additional work is requested such as snow or leaf removal, roadway or erosion repairs, etc. are requested will contractor be given first refusal to complete the work and how will cost be determined?
Answer: Successful bidder will be given first opportunity to perform such additional work. Cost will be negotiated through a change order.
8: Will there be a pre-bid meeting, conference or site visit with SCDNR Staff? If not can one be requested and scheduled?
Answer: We did not schedule a prebid since the property is open to the public. Please go and take a look at the area before submitting a response.
9: Is there a possibility for the contract period to be extended beyond 9-30-25? If so, is it subject to an annual percentage increase?
Answer : No , this will be a one (1) year contract.
All other terms and conditions remain unchanged
