About this file
This document is an Amendment 1 issued by the Maryland Department of General Services, Office of Procurement and Logistics, for an Invitation for Bids (IFB) for Statewide Trailer Mounted Asphalt Recycler and Heated Storage Trailer, IFB Number: 001IT821107/BPM017668. The amendment clarifies, adds to, deletes from, corrects, and changes the original bid documents. It addresses questions raised by a vendor regarding the equipment specifications, including trailer dimensions, asphalt hopper size, and burner requirements. The State indicates that the specifications were developed with input from end-users and reflect the minimum needs for their agency operations.
The pricing for this contract will be firm fixed, and the State intends to award multiple contracts to the lowest responsive and responsible bidders. The amendment notes that when bidding, vendors should enter a percentage off for each district using the Unit Price column. No additional details are provided regarding pricing terms, set-asides, incumbents, funding requirements, or other salient information.

CONTRACT TITLE: Statewide Trailer Mounted Asphalt Recycler and Heated Storage Trailer
ATTENTION ALL BIDDERS:
IFB Q&A :
Q1:
1. states 20,000 lb GVW – this would entail (2) 10K torsion axles with 17.5” tires however 1.5 states slip spring suspension
1.3.4 states 16’ tires.
Can you clarify?
Is a 14,000lb GVW acceptable?
Thank you.
A1:
a 14K trailer would be fine in lieu of a 20K trailer
Q2:
Thank you for the opportunity to participate in your RFP. We do have some questions regarding the specifications.
The spec reads, “…asphalt recycler and hot box capable of recycling virgin hot mix (uncompressed), non-virgin asphalt chunks (compressed), and surface millings.
Our manufacturer (KM International) has 30 years of asphalt equipment manufacturing experience with over 40 product offerings. Their experience and research indicate in order to effectively “recycle” non virgin asphalt and millings, the material must be tumbled/agitated to:
· Displace moisture
· Evenly distribute the higher heat required for true recycling
· Evenly distribute and coat the material with fresh AC additive.
A static hot box (regardless of additional burners) is not effective in achieving this goal. Adding an additional burner to a static hot box will merely create hotspots and scorch the material due to the fact asphalt can only absorb heat at a certain rate.
Static hot boxes are designed to be a heat source for reclaiming bulk stored, uncompacted, virgin hot-mix asphalt and maintain asphalt temperatures for extended periods of time and not for recycling non virgin asphalt and millings.
We also want to point out the following variances of our equipment offering to the published State specifications.
1.
Trailer
1.1. 20,000LB GVW: KMI equips its hotbox trailers with two (2) 7,000LBS. axles which would make a GVW of 14,000LBS. Based on the specified unit and the additional options a trailer with a GVWR of 14,000LBS. is more than sufficient to handle the load.
1.2.1 2x6x3/16 Tube Steel: KMI Hotbox Trailers are manufactured with a combination of 6” and 8” structural channel steel as opposed to tubular steel. The channel steel allows for 100% weld coverage and gussets to be placed in key structural areas.
1.2.3 48” Width: KMI Hotbox trailer is 96” wide. With a trailer that is only 48” wide it will be difficult to accommodate all the options requested and leave no space for storage of tools or other ancillary items.
2. Asphalt Hopper
2.1.3: Width 83”: KMI Asphalt Hopper is 72” Wide.
2.1.4: Loading Doors (x2) 64” x 41”: KMI doors are 32” x 72” each.
2.1.5 Unloading Door 16” x 33”: KMI supplies 2 shovel ports each 16” x 16”.
2.2.6 ¼ inch Floor: KMI floor is one solid piece of 12 G steel. KMI mounts the burner to heat parallel to the hopper floor instead of mounting the burner system on an angle to heat the floor directly. For this reason, a ¼ hopper floor is unnecessary in a KMI hotbox.
2.3.1.1 Electric over Hydraulic lift Cylinder (2): KMI uses a single scissor hoist rated for 16,000LBS.
2.3.1.4 2 Rear mounted stabilizer legs: KMI hotboxes center of gravity is evenly distributed so there is no need for rear stabilizer legs.
2.3.2.3 2- 105,000 BTU Beckett Oil Burners: KMI uses a single 105,000 BTU Beckett Burner System. A single burner rated at 105,000BTU is more than sufficient.
2.3.2.7 Two 12-Volt Deep Cycle Batteries (Marine application): KMI uses a single 12V Deep Cycle Marine Grade Battery. A secondary battery is not unnecessary.
2.3.2.8.1 Fuel Pre-Heater: The diesel fuel preheater is an option we do not routinely offer unless the temperatures consistently drop below 10-15˚.
A2:
The concerns of the vendor are noted.
The specification that has been developed by MDOT SHA was done with input from the end-user. As such, it was designed with the end-users operational needs and requirements foremost. We have rented many different brands and models of this equipment over the years and our end-users have a keen understanding of what will and will not work for their operational needs. The specification as it stands would reflect the minimum needs for our Agency.
NOTE: When bidding, please enter percentage off each district using the Unit Price column.
For any questions please contact the Procurement Officer.
