About this file
This document is an Amendment to the application for the 2024 Leading by Example (LBE) Decarbonization Grant Program for State Entities issued by the Commonwealth of Massachusetts Department of Energy Resources (DOER). The program provides grant funding to Massachusetts state agencies, public institutions of higher education, and quasi-public authorities to implement projects that electrify space heating, water heating, landscape equipment, and commercial kitchen equipment. Eligible applicants must submit an application form along with a proposal detailing project costs and meet specific performance standards. The program offers a base grant amount as well as additional adders for projects located in disadvantaged communities and for pollinator habitat creation. Applicants must apply for or agree to apply for available external funding sources, such as utility incentives, prior to submitting the grant application. The program has a deadline of June 30, 2027 or until funds are exhausted, with a total available funding of $2,450,000.
The grant program requires grantees to comply with the DOER's Alternative Portfolio Standard, ENERGY STAR, and Mass Save specifications, unless a waiver is obtained. Applicants are also encouraged to ensure their projects are eligible for applicable clean energy tax credits. Grantees will be responsible for federal reporting requirements, including Davis-Bacon compliance, as the program uses federal funding subject to the Build America, Buy America Act.
