About this file

This is Amendment No. 1 to Oregon Buys Bid Solicitation #S-34000-00002589 for a Comingled Recycling Processing Facility Financial and Permitting Evaluation, issued by an Oregon state agency on July 27, 2022. The amendment modifies the original bid solicitation requirements regarding certified firm participation and submission procedures. The key modification requires all proposers to submit a completed Certified Disadvantaged Outreach Plan (Attachment F) with their proposal, whereas the original solicitation indicated this plan would only be required if the contract had potential subcontracting opportunities. Protests to this amendment must be submitted within five business days following issuance, using the same procedures outlined in the original RFP Section 4.4.3, with a deadline of 5:00 p.m. Pacific Time on the second business day after the amendment's release.

The amendment emphasizes the agency's commitment to small business participation by encouraging involvement of certified firms through Oregon's Certification Office for Business Inclusion and Diversity (COBID), including disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. The amendment notes that proposers may pursue joint ventures or subcontracting arrangements with certified small business enterprises. All other specifications, terms, and conditions of the original bid solicitation remain in full force and effect, with no changes to pricing, contract duration, or other substantive procurement terms reflected in this amendment document.
