About this file

This document is an Addendum to Invitation for Bid (IFB) BPM031577 for Automotive Transmission Repair and Rebuilding Services, issued by the Maryland State Police Quartermaster Division. The Addendum addresses a number of questions and clarifications regarding the IFB requirements, including the need for ASE certifications, the bid form, and the contract duration, which has been corrected to November 1, 2022 through October 30, 2027. The IFB seeks vendors to provide automotive transmission repair and rebuilding services to the Maryland State Police.

The Addendum confirms that a single electronic submission of the required documents is acceptable, and that the three references required in Section 5.4.6 are the same as those required in Section 1.1.1, so no duplication is needed. Pricing is to be submitted using the Excel pricing file referenced in the IFB. The Addendum does not provide any information regarding pricing terms, set-asides, incumbents, funding sources, or other salient commercial details.

ADDENDUM #1 BPM031577 Automotive Transmission Repair and Rebuilding Services

SOLICITATION CHANGES:

Discussion Questions & Answers:

Q: On average, how many vehicles annually get a transmission replaced or repaired? Or is there an average spent on transmission that can be shared?

A: MDSP does not have this information available.

Q: Are the references required in 5.4.6 intended to address the requirement for references indentifed in 1.1.1? If so, please confirm these are not required to be submitted in duplicate when responding to both 5.4.3 and 5.4.6

A: Yes, the requirement is the same. The requirement is for three references, no duplicates needed.

Q: ASE certifications are identified as a minimum requirement in 1.1.2 ASE certification does not provide the skill set needed to perform transmission rebuilds and/or repairs.

While ASE certified technicians may be employed for other purposes, is it necessary to reference those employees for this proposal that is focused on transmission work?

A: The minimum requirements listed in the IFB for 1.1.2 will remain as is.

Q: Is the bid form referenced in 5.4.4 referring to the excel pricing file?

A: Yes

Q: 5.4.4 and 5.4.5 both specify 3 copies with original signatures are to be printed for multiple documents. Noting that this submission will be fully electronic, is it acceptable to provide a single copy of the requested documents?

A: A single submission of electronic documents is acceptable.

Contract duration on key information page reads:

November 1, 2022 through October 30, 2022
