About this file
This document is Amendment 1 to an Invitation to Bid (ITB) issued by the State of Idaho's Division of Purchasing on behalf of the Idaho Transportation Department (ITD) for highway delineation products and services. The solicitation seeks qualified and experienced bidders to provide various types of highway delineation items on an as-needed basis, including raised pavement markers, delineators, channelizing devices, flexible posts, object markers, and related products that comply with Federal Highway Administration (FHWA), American Association of State Highway and Transportation Officials (AASHTO), and Manual for Assessing Safety Hardware (MASH) standards. The ITB includes two product groups: Group 1 covering flexible rectangular fiber reinforced polymer composite snow marker poles (3/8 inch by 1-1/4 inch solid bars, 144 inches in length, orange-colored with UV resistance), and Group 2 covering rib-back rigid steel posts (Type "U" channel steel posts, 7 feet long, weighing 1.12 pounds per foot, meeting ASTM A499-89 Grade 60 standards). The question submission deadline is June 17, 2026, at 11:59 p.m. Mountain Time, with bids due July 8-10, 2026, at 10:30 a.m. Mountain Time. A non-mandatory pre-bid conference call is scheduled for June 12, 2026, at 9:00 a.m. Mountain Time. The resulting contract will be a Blanket Purchase Order with an initial two-year term, renewable for two additional two-year periods, for a total anticipated contract term of six years.
Awards will be made to responsive, responsible bidders providing the lowest total cost for each group of line items, with the potential for multiple awards. Bidders must be authorized distributors or manufacturers of the products offered and must submit a letter from the equipment manufacturer confirming their authorized distributor or manufacturer status. Delivery must be completed within thirty calendar days after receipt of each order to specified ITD District yards located throughout Idaho (Districts 1-6). Contractors must maintain records for at least three years after contract termination and are subject to state and federal audit rights. Invoices must be submitted within thirty days of delivery to designated district email addresses, with payment made in accordance with Idaho Code 67-2302 following ITD's acceptance of the itemized invoice. Price adjustments may be considered after twelve months of the initial term and annually thereafter, with contractors required to provide sixty days' written notice and supporting documentation of industry-wide cost increases. A tariff cost provision allows contractors to add up to fifty percent of actual, verifiable tariff costs to invoices, subject to ITD's prior written approval and sufficient appropriation. The administrative fee detailed in the State's Standard Contract Terms and Conditions will not apply to contracts resulting from this solicitation.

8.7. If applicable tariffs are subsequently reduced or eliminated, Contractor will promptly notify DOP and Agency and invoices must reflect such change.
8.8. Any material misrepresentation of fact by Contractor relating in any way to an increase in pricing due to tariffs is a default under this Contract and shall be subject to the remedies set forth herein, in addition to any other claim or remedy available to the State. Furthermore, any material misrepresentation of fact by Contractor relating in any way to ITD’s payment of additional sums due to tariffs shall be fraud against the taxpayers of the State and grounds for the Contractor to be deemed non-responsible and/or disqualified from participation in future solicitations administered by the State.
9. Records Maintenance The Contractor must maintain or supervise the maintenance of all records necessary to properly account for all payments made to the Contractor pursuant to the Contract. These records must be retained by the Contractor for at least three (3) years after the Contract terminates, or until all audits initiated within the three (3) years have been completed, whichever is later.
