1. Question: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Government Response: The former contract number was 36C25621P1166
2. Question: Please confirm that the completion of B.1 CONTRACT ADMINISTRATION DATA and B.2 PRICE/COST SCHEDULE satisfy the requirement.
Government Response: Correct. Please complete the B.1 Contract Administration Data, B.2 Price/Cost Schedule and any amendments that have been issued, must possess acknowledgement signature and submittal.
3. Question: Is this a performance-based bid? If so, what are the requirements for proving capability?
Government Response: Please see the Addendum to Sections E.1 52.212-1
INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (SEP 2023) and Section E.8
4. Question: What caliper sizes should we assume for the 20 trees scheduled for removal?
a. Ex: 5 trees at 36" caliper, 10 at 24" caliper, and 5 at 10" caliper.
Government Response: All of the trees on the property have not been measured individually, as this is an old property. The average height of the trees will vary from 20” to 48”. The government asks that you plan on the removal of the larger trees.
5. Question: The solicitation lists several required licenses but does not mention an arborist license, which is required in Louisiana. Section 5.2.1 states to "prune all trees," but a horticulture license only permits pruning up to 12 feet in height. Does "prune all trees" mean pruning is only required up to 12 feet?
Government Response: Yes an arborist license is required, due to the trees over 12’ will be need to pruned from top to bottom. A horticulture license will not cover all the trees on the property.
6. Question: Section 5.1.6 states that herbicides are not allowed in parking lots and walkways.
Would it be possible to amend this to allow herbicides in these areas to prevent potential damage to vehicles and pedestrians caused by debris from string trimmers?
Government: No, there will not be an amendment made. Fenceline and roadways are allowed for herbicides. Sidewalks are not allowed due to the possibility of over spraying, resulting in the killing the grass.
7. Question: Is there already a budget set aside for this contract? If so, what is the allocated amount?
Government: Please visit the public Government Forecast Website for this information https://www.vendorportal.ecms.va.gov/eVP/fco/FCO.aspx
