About this file
This is Amendment #1 to a competitive sealed bid solicitation issued by the University of Wisconsin-Madison for General Moving Services Requiring Rigging & Cranes and Biological Safety Cabinets under ShopUW+ Event Number 2026-UWMSN-01261-RFB. The amendment addresses a question submitted by Coakley Brothers Co. after the Q&A due date of May 14, 2026, at 2:00 PM and clarifies storage facility requirements for the project. The original solicitation was posted on May 6, 2026, with an initial bid submission deadline of June 11, 2026. All bidders who submitted responses prior to this amendment must re-validate and re-submit their bids by the new deadline of 2:00 PM Central Time on June 11, 2026. Interested vendors with additional questions should direct inquiries to Caleb Hall at caleb.hall@wisc.edu. Bid submissions must be entered online through the ShopUW+ portal at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin.
The amendment clarifies that a formally bonded customs warehouse facility is not required for this procurement. Section 6.1.7 has been amended to specify that storage facilities must be well-maintained, secured, and rodent, insect, and pest controlled. The amendment indicates that if bonded warehouse requirements become necessary in the future, they will be negotiated separately with the ordering department on subsequent statements of work. No pricing terms, set-asides, incumbent information, funding amounts, or other financial details are disclosed in this amendment document. The solicitation materials indicate that comprehensive details regarding evaluation criteria, technical specifications, insurance and bonding requirements, and compliance standards are available through the complete ShopUW+ solicitation documents.

AMENDMENT # to Contract No.:
University of Wisconsin Madison, Wisconsin 53715-1218 AMENDMENT #1 for 2026-UWMSN-01261-RFB Coakley Brothers Co. has submitted a new question associated with General Moving Services Requiring Rigging & Cranes, & Biological Safety Cabinets 5/15/2026
Amendment #1 serves to:
1. Answer question received by bidders after the Q&A due date 5/14/2026 2:00:00 PM.
Question
Answer
A bonded warehouse is defined as a secure, government-authorized storage facility where imported goods can be held, processed, or altered without the immediate payment of customs duties or taxes. Managed under strict regulatory oversight from local customs agencies, these facilities treat stored inventory as legally "outside" the country's domestic market. Importers only pay the required fees when the goods are officially released for domestic sale. Can the buyer clarify whether it is their intent to require a formally bonded warehouse facility, or if the requirement is instead intended to reference general requirements of employees who have been background checked per section 4.3, and a facility that is secure, temperature and pest controlled
A bonded customs warehouse is not required for this bid. The focus is on “Storage facilities must be well maintained, secure and be rodent, insect and pest controlled.” If in the future bonded warehouse is required, it will be negotiated on subsequent statements of work with the ordering department.
2. Amend section 6.1.7 to read: Storage facilities must be well maintained, secured and be rodent, insect, and pest controlled. If in the future bonded warehouse is required, it will be negotiated on subsequent statements of work with the ordering department.
All Bidders, who have submitted a bid response prior to this amendment, must re-validate and re-submit their response.
Bids must be received by 2pm CT, June 11, 2026.
