About this file

This is Amendment #1 to a Request for Bids (RFB) issued by the University of Wisconsin-Madison for the procurement of mechanical and electronic lock systems under ShopUW+ Event Number 2026-UWMSN-01129-RFB. The amendment addresses clarifications regarding specific lock system brands and products required by different campus departments. Housing utilizes ASSA ABLOY Access Systems with hotel-style locks and mobile credential software including Visionline On-Premise and Vingcard ASSA ABLOY, along with associated annual service fees. The Facilities Planning and Management (FPM) Lock Shop uses Medeco high-security key blanks and cylinders, Sargent key blanks and cylinders, Yale key blanks and cylinders, and HES electric strikes. The original bid submission deadline was April 14, 2026, with responses required through the online ShopUW+ platform at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin. All inquiries must be directed to Brad Bauman at brad.bauman@wisc.edu.

The amendment clarifies that ASSA ABLOY is new to this contract and was not included in the previous 2020 procurement. Bidders may submit authorized distributor quotes for ASSA ABLOY branded products rather than direct manufacturer bids, and vendors are permitted to propose alternates to any lot. Notably, the University cannot pay ASSA ABLOY directly beyond a certain dollar threshold without the manufacturer being under contract, necessitating vendor involvement even with minimal markups. Bidders are not required to be enabled on the ShopUW+ ecommerce platform and will not be rejected for lacking such capability. No information regarding budget ranges, estimated award values, set-aside designations, or incumbent vendors was provided in the solicitation documentation.

AMENDMENT #1

Q&A for Mechanical & Electronic Lock Systems 2026-UWMSN-01129-RFB

Q1. On the bid form you list ASSA ABLOY in Lot 4. ASSA ABLOY has multiple brands with high security key systems, all with different price books and buying programs. They have:

Medeco (Lot 2)

ASSA

Sargent Corbin Russwin Would you mind clarifying which brand you are looking for?

A1. The following UW-Madison Departments use ASSA ABLOY lock system brands.

· (LOT 4) Housing uses ASSA ABLOY products and services, like annual fees for mobile credentials for lock opening. Housing uses the ASSA ABLOY Access Systems and corresponding locks (hotel style).

· (LOT 4) The mobile credential software and hardware are known as “Visionline On-Premise”, “Vingcard Assa ABLOY”.

· (LOT 4) We understand that the hardware and software itself from ASSA ABLOY does not sell directly to the end user. Several products have “ANNUAL SERVICE FEES” for the mobile credential software for programs like “Visionline On-Premise”, “Vingcard Assa ABLOY”. The University cannot pay ASSA ABLOY DIRECTLY, if they exceed a certain dollar amount and ASSA ABLOY is not on contract. We need ASSA ABLOY on contract for those purposes (even if billed through a vendor with no or very minimal mark-up). Historically, these fees are billed direct from ASSA ABLOY.

· (LOT 4) The FPM Lock Shop uses Medeco and Sargent keys.

· (LOT 4) The FPM Lock Shop may consider some Sargent keys "Restricted" but not necessarily "High Security".

Q2.Which specific HIGH SECURITY products will you be using within each Lot? Medeco is under the Assa Abloy umbrella and there are several other manufacturers under Assa Abloy (ie..Corbin Russwin, Sargent, Accentra). Any specifics would help narrow down what discounts we can provide.
A2.The following UW-Madison Departments use the following High Security products. If there are different discounts for different manufacturers, please list them separately as alternates. The itemized bid list has been modified to include more alternate lots.

· Housing uses the ASSA ABLOY Access systems and corresponding locks (hotel style) for mobile credentials.

· (LOT 2) The FPM Lock Shop uses Medeco high security key blanks. they may consider some Sargent keys "Restricted" but not necessarily "High Security".

Q3.Regarding LOT#4. What ASSA ABLOY brands were bid the last time in 2020? As you know, there are many mechanical & electronic high security lock products that Universities of Wisconsin locations, including Madison, have historically purchased. Some of those ASSA ABLOY Brands include SARGENT, CORBIN RUSSWIN, ASSA ABLOY ACCENTRA (formerly Yale Commercial), Adams Rite, Alarm Controls, Arrow, Control iD, HES, NORTON RIXSON and SECURITECH.
A3.ASSA ABLOY was not on the last contract that was bid in 2020, ASSA ABLOY is new to this contract.

(LOT 4) The mobile credential software and hardware are known as “Visionline On-Premise”, “Vingcard ASSA ABLOY”.

(LOT 4) We understand that the hardware and software itself from ASSA ABLOY does not sell directly to the end user. Several products have “ANNUAL SERVICE FEES” for the mobile credential software for programs like “Visionline On-Premise”, “Vingcard, ASSA ABLOY”.
UW-Madison FPM Lock Shop uses Medeco Key blanks and cylinders; Sargent Key blanks and cylinders; Yale Key blanks and cylinders; and HES electric strikes.
Q4.Can our authorized distributors bid the above-named ASSA ABLOY branded mechanical and electronic lock products listed above under LOT#4 or in LOT#5 as Alternate?
A4.See section 5.2 of the terms and requirements document regarding alternates. Bidders may offer alternates to any lot.
Q5.Are all vendors required to connect via EDI through Jaegar to access the Shop@UW+ purchasing system, if they are not already doing so? And if they are not able to, does that disqualify their bids? Understanding this will help us to qualify who we work with to bid, which includes Wesco (Anixter) who is set up with Shop@UW+.
A5.Being enabled on the ShopUW+ ecommerce platform is not a requirement of this bid and bidders will not be rejected for not being enabled.
Q6.Please know that MEDECO is also an ASSA ABLOY brand. ASSA ABLOY and its brands do not sell directly to the end user, so we would not be bidding directly. We sell through locksmiths, wholesalers, contract hardware distribution, certified integrators including the vendors named on the expiring contract. Best and Marshall Best are competitive brands to ASSA ABLOY.
A6.We understand that the hardware and software itself from ASSA ABLOY does not sell directly to the end user. Several products have “ANNUAL SERVICE FEES” for the mobile credential software for programs like “Visionline On-Premise”, “Vingcard, ASSA ABLOY”. The University cannot pay ASSA ABLOY directly if they exceed a certain dollar amount and ASSA ABLOY is not on contract. We need ASSA ABLOY on contract for those purposes (even if billed through a vendor with no or very minimal mark-up). Historically, these fees are billed direct from ASSA ABLOY.
