About this file
This is Amendment #1 containing Questions and Answers for Request for Bid #2024-UWMSN-00381-RFB issued by the University of Wisconsin-Madison for Bidirectional Amplifiers Study and Installation Services. The University seeks bids for the purchase and installation of bidirectional amplifiers (DAS systems) on the UW-Madison campus. The scope includes new projects and installations only, not upgrades to existing deficient systems. The first project identified is Lot 83, located at the Fluno Center Garage (314 N. Frances Street, Madison, WI 53715), which is available for public viewing at vendor's discretion. No formal site visit or bidders' conference is scheduled; however, interested vendors may visit Lot 83 during regular parking hours. Responses must be submitted online through https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin. Questions should be directed to Brad Bauman at brad.bauman@wisc.edu.
Pricing will be based on an itemized bid list (sections 2.7 and 2.8) with awarded vendors required to submit quotes per section 5.6 of the terms and requirements document, adhering to prices in sections P1.1-P1.8 and 4.1. Each project installation is anticipated to be a separate, quote-to-order engagement based on post-award testing results and submission of shop drawings and project proposals. Associated material costs such as conduit, wiring, and couplers are to be included in project-specific quotes rather than the initial bid submission. Testing of buildings and DAS systems will be conducted post-award as part of the overall project scope. The University utilizes Motorola portable radios (APX4000, APX6000, and APX8000 models) and vendors should design systems accordingly.

Amendment #1 Questions & Answers to RFB
#2024-UWMSN-00381-RFB
Bidirectional Amplifiers Study and Installation Services
Question 1: Do you have more specific specifications for the subject RFB? I believe we have downloaded all of the specifications but there are no locations or buildings specified.
Answer1: We’re using the itemized bid list as our basis for competitive solicitation and award per sections 2.7 and 2.8. Awarded vendor(s) will be required to submit a quote (per section 5.6 of the terms and requirements document) adhering to the prices submitted in P1.1-P1.8 and section 4.1. Each project installation is expected to be a separate and unique quote-to-order based on the results of testing and submission of shop drawings/project proposal.
Question 2: What model of portable radio is used by the UW-Madison Police Department?
Answer 2: We use Motorola APX4000 (special events only), APX6000 (primary), APX8000 (limited number of officers)
Question3: Are vendors responsible for correction of any existing deficiencies? For example, inadequate sealing and/or fireproofing of existing conduits?
Answer 3: No
Question 4: Do the existing antennas and coaxial cables need to be directly tested, inspected, or upgraded (with batteries or other items) at their locations (on top of the water tower, in the fire station building, etc.); or do such references only pertain to the locations where you would like to improve signal?
Answer 4: No, this is not for existing installations, only new projects and installations on UW Madison Campus.
Question 5: The associated material cost to install any of the listed product line items will vary depending on location and conditions. An antenna for example, requires conduit and wiring. How should these associated and variable material expenses be included in the bid?
Answer 5: see Q&A 1
Question 6: Are you looking for testing of the buildings first or is that part of the overall scope which includes providing quotes for the DAS systems.
Answer 6: Testing will be post-award and part of the overall project scope per section 5.6. Also See Q&A 1
Question 7: Can you tell me if there is a bid walk scheduled for RFB # 2024-UWMSN-00381-RFB Bidirectional Amplifiers Study and Installation Services or if it might be possible for us to visit one or more of the sites prior to bidding? Such would be very helpful in acquainting ourselves with the scope and providing a more competitive price.
Answer 7: we were not planning on having a formal site visit, but our first project would be lot 83; that lot is open for public parking (parking fees apply) and this lot can be viewed at your leisure. Lot 83 is located at the Fluno Center Garage at 314 N. Frances Street, Madison, WI 53715
Question 8: Parts list requested does not provide enough information for a full DAS system such as coax and couplers. Are these addressed elsewhere or are not needed.
Answer 8: See Q&A #1.
