About this file
This document is an addendum to a Request for Proposals (RFP) issued by the Spokane Transit Authority (STA) for Business Continuity Plan Consulting Services. The addendum provides responses to questions received, clarifications, and a revised RFP attachment for the Price Proposal Form. The RFP is seeking a two-year engagement to develop a comprehensive business continuity program, including conducting a business impact analysis, risk assessment, recovery procedures, and validation testing. STA did not set a specific budget for the project but welcomes proposers to submit recommended tools or options as part of their submittal package. Proposers are encouraged to demonstrate their understanding of the agency's business operations and recovery needs in their submissions.
The revised Price Proposal Form provides a detailed breakdown of the tasks and associated hourly rates for key personnel. Proposers are required to provide fully burdened rates, including direct salary, benefits, overhead, and profit. Additional options can also be included in the proposal. The contract opportunity is located in the state of Washington, specifically in Spokane County, Spokane City, and Spokane Valley City.

Question # Document Section
Page Number Question STA Response
1 NA NA
Is there a budget and what can you share about it? STA views this as a two-year engagement and didn't assign a set budget. We have budget set aside to get started this year and once we see the price proposals, we will use those figures in determining our budget for the remainder of the contract.
2 NA NA
STA Clarification STA currently does not have a business continuity planning software or subscription and welcomes proposers to submit recommended tools or other options as part of the submittal package. (The Price Proposal Form has been updated to include “Additional Options.”)
3 NA NA
In addition to the requirements of the RFP, is there anything else that would be welcomed in terms of a submission?
In terms of qualifications to perform the work, it is important for proposers to be able to show they understand the mechanical or physical aspects to the business and each department, and plan for their risks and processes for recovery. Additionally, assist with dentifying risks we don't have great answers for or describing how you’ve helped develop recovery options on other projects would be beneficial.
