About this file
This is an Amendment #1 Questions and Answers document for RFB #2023-UWMSN-00341-RFB issued by the University of Wisconsin-Madison for Computer Room Cooling Equipment. The amendment clarifies the scope of work and installation responsibilities for the project. The University is requesting bids for the purchase and installation of computer room cooling equipment, with UW in-house trades responsible for placing the equipment and providing field wiring and piping between equipment. The project is posted publicly and open to approved manufacturers, approved distributors, and other qualified bidders. The specification document 23 81 26 - Computer Room Cooling Units contains detailed installation requirements that vendors must follow as part of their bid submission.
The amendment addresses key bidder questions regarding project scope and field testing requirements. Notably, the vendor is responsible for functional verification tests as outlined in specification section 23 08 00, though the University clarified that field testing should not require converting the data room into a laboratory environment. The intent is for vendors to perform practical functional verification rather than conduct complex lab-level testing. Responses to the solicitation must be entered online through https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin, and bidders with questions should direct inquiries to Brad Bauman at brad.bauman@wisc.edu. Additional project details, pricing terms, and bid response deadlines are available through the official solicitation posting.

Amendment #1
QUESTIONS AND ANSWERS TO
RFB #2023-UWMSN-00341-RFB
Q1: Is this bid just for the equipment needed and you guys are doing the install? The way the spec was worded is confusing. Only approved manufacturer can bid or approved distributor can bid the project.
A1: Yes, UW-Madison is requesting installation as part of bid 2023-UWMSN-00341-RFB. UW in-house trades will place the equipment and provide field wiring and piping between the equipment. See the INSTALLATION Section of Part 3 – Execution in Spec 23 81 26 - Computer Room Cooling Units, for the installation work required by the vendor.
Q2: Is the intent to have the equipment purchased and UW will install the equipment yourselves or will this job be bid by Mechanical Contractors that would also provide the install of the equipment?
A2: The project will not be bid to a mechanical contractor specifically but is posted publicly for anyone to pick up. UW in-house trades will handle the majority of the install, such as placing the equipment and providing field wiring and piping between the equipment. See the INSTALLATION Section of Part 3 – Execution in Spec 23 81 26 - Computer Room Cooling Units, for the installation work required by the vendor.
Q3: The spec lists out some Field Testing requirements. I need confirmation that this is truly needed as it is quite difficult and expensive to actually field test HVAC equipment to the schedule. This would require the data room to turn into a lab environment, which I do not know if that is possible on your end. Let me know how you would like me to proceed in quoting that as it was not in the original design of this project.
A3: The intent of the field-testing section is to ensure that the vendor perform the functional verification tests outlined in section 23 08 00. It is not desired to create a lab level testing environment.
