The National Park Service Pacific West Region is seeking an indefinite-delivery/indefinite-quantity (IDIQ) contract for various project types including facilities, utilities, transportation, cultural resources, and high voltage electrical systems up to 33kV. Landscape architects and civil engineers can prime teams if registered under NAIC code 541310 with a size standard of $8 million. Section H of the proposal is limited to 20 digital pages. Projects used from multiple task orders may only be combined if part of the same overall project. Licensing requirements do not apply in locations without licensure programs, but comparable qualifications are expected. The response time is 30 days but may be extended due to COVID-19 restrictions. Subconsultant registration in SAM is not required.

Small Business Pacific West Region IDIQ Multi-Disciplinary AE Design Services - Request for Qualifications

The following are questions from interested firms, and the official Government response, which are now incorporated in this Request for Qualifications.

QUESTION 1: Could you provide some clarification on how you define high voltage electrical systems, listed under the “Types of Projects” section? We assume the high voltage notation in the RFQ refers to voltages ranging from 600V to 33kV, categorized by the NEC and IEEE as medium voltage. In this instance, are “medium” and “high” voltage interchangeable terms?

RESPONSE: The Types of Projects are provided to give a range of projects that could be ordered during the term of the IDIQ. You can assume the voltages provided by the NEC and IEEE for high and low will be used at the task order level.

QUESTION 2: I am writing to see if this RFQ is open only for architect primed teams or if landscape architects and/or civil engineers can also prime teams?

RESPONSE: If the prime firm meets the requirements and is registered under NAIC Code 541310 and meets the size standard of $8M, it can submit a SF330 for this procurement.

QUESTION 3: Since offerors are submitting a digital file – which doesn’t differentiate between double sided or single-sided (i.e., 10 digital pages could be printed as 5 double-sided or 10 single sided), will NPS confirm the total number of digital pages allowed for Section H is 40 digital pages?

RESPONSE: Clarification: A page is defined as an 8 ½ x 11 sheet of paper consecutively numbered to

20. Section H page count shall not exceed 20.

QUESTION 4: Since there isn’t a license for cost estimating or permitting, can offerors exclude these categories/services from the requirement to show licensed personnel in each of locations?

RESPONSE: If a discipline does not require licensure or certifications, the license requirement would not apply. However, evidence should be shown that the personnel providing these disciplines are highly qualified in their field.

QUESTION 5: Since American Samoa doesn’t provide licensure for any of the primary disciplines, can offeror exclude these categories/services from the requirement to show licensed personnel in each of the location?

RESPONSE: If American Samoa does not provide licensure, the requirement would not apply. However, evidence should be shown that the personnel providing these disciplines are highly qualified in their field.

QUESTION 6: May offerors use multiple task orders under an IDIQ as a single section F project?

RESPONSE: Work under multiple task orders may be used only if the work is part of the same project.

Question 7: May offerors submit projects that are close to design completion in Section F? If so, what percentage of the project is needed to be complete?

RESPONSE: It is at the discretion of the offeror what projects are illustrated in Section F. Projects with uncompleted designs may be evaluated less favorably.

QUESTION 8: The solicitation indicates offerors shall include, as a primary discipline, personnel meeting the Secretary of the Interior’s Professional Qualification Standards for Architecture (Contemporary, Historic, Landscape). We have only been able to find a definition of Historical Architecture and non-descript Architecture https://www.nps.gov/history/local-laws/Arch_Standards,htm. Will NPS define the Secretary of the Interior’s Professional Qualification Standards for Contemporary and Landscape Architecture?

RESPONSE: Response will be provided in a forthcoming amendment.

QUESTION 9: Will NPS allow more than 30 days for team personnel to procure/update licensing in primary and/or secondary locations if COVID restrictions affect renewal/licensing turnaround times?

RESPONSE: The NPS will follow COVID guidelines which may adversely affect renewal/licensing turnaround times. A decision will be made at the task order level.

Question 10: The solicitation refers to “letters of interest” and also “cover letters.” Are these items the same – shall offerors submit a letter of interest and a cover letter, or does the cover letter count as the letter of interest?

RESPONSE: Letters of Interest and Cover Letters are one and the same.

QUESTION 11: The solicitation indicates the 10 projects in Section F “mix of projects should represent the entire team.” Will projects presented in Section F, performed by subconsultants, be as highly evaluated as a project performed by the prime? Are there any caveats associated with this?

RESPONSE: It is the offerors decision what projects to include in Section F. Indicate if you have worked with subconsultants on the projects you present.

QUESTION 12: We are going to submit the RFQ as a prime (NAIC code 541310) and registered in SAM.

Do all sub consultants need to be registered in SAM to qualify to include as part of the team?

RESPONSE: The National Park Service will have a contract with the prime; therefore, sub-consultants are not required to be registered in SAM.

QUESTION 13: Section H information. Section H indicated 20 pages two-sided max. Just to make sure that it will be 40 pages in PDF format when we email the documents?

RESPONSE: See Response/Clarification to Question #3. Section H page count shall not exceed 20.

QUESTION 14: All subconsultants need to submit part II of SF330. Just to verify that they also need to include section E (resume of key personnel)

RESPONSE: In Section E, provide resumes of key personnel for each sub-consultant who may participate in this contract.
