About this file

This is an Amendment 01 to a Justification and Approval for Other Than Full and Open Competition document issued by the Army Contracting Command-Detroit Arsenal (ACC-DTA). The amendment authorizes a new five-year, firm-fixed-price service repair requirements contract valued at $2,777,922.00 for an estimated maximum quantity of 425 units to be awarded to Triman Industries (CAGE 0ZBE8), an authorized distributor of Kollmorgen Corporation (CAGE 11384). The contract covers repair services for Travel Lock Actuators (NSN 3010-01-373-5945, Manufacturer Part Number 12361513) used on M109A6 Paladin and M109A7 Self-Propelled Howitzers, with an estimated unit repair price of $6,536.29 and an initial repair quantity of 30 units.

The amendment reflects a change in contracting structure whereby Kollmorgen, the Original Equipment Manufacturer (OEM), will no longer contract directly with the Government as of January 31, 2024. Triman Industries will serve as the prime contractor on behalf of Kollmorgen, while Kollmorgen will perform all service repairs as a subcontractor. Repair services include unpacking, disassembly, inspection, diagnosis, removal and replacement of subassemblies and component parts, reassembly, cosmetic work, calibration, final testing and inspection, and packing for shipment. The contract will be funded through Army Working Capital Funds (AWCF). The procurement is justified under 10 USC 3204(a)(1) as implemented by FAR 6.302-1(a)(2)(iii), citing the specialized nature of the repair services and the risk of unacceptable delays or substantial cost duplication if awarded to another source.
