About this file
This document is Amendment #2 to a Request for Information (RFI) issued by Northern Wasco County Public Utility District (NWCPUD) regarding a Human Resource Management System (HRMS) procurement. The amendment addresses seven clarification questions submitted by prospective vendors regarding the HRMS RFP process. Key deadlines specified in the amendment include October 14, 2022, for submission of all RFP questions and October 31, 2022, at 5:00 PM PST for submission of all proposal documents, including questionnaires, pricing, and cover letters. The NWCPUD is seeking a full-cycle personnel management system to support biweekly payroll processing and comprehensive human resource functions. The organization intends to implement an immediate standalone HRMS system that may operate independently or be replaced by an ERP system's HRMS module once that system is online, with a minimum one-year term for the interim HRMS agreement.
The amendment clarifies that vendors must respond to the HRMS RFP separately from any ERP RFP response, even if their ERP platform includes HRMS functionality. Evaluation criteria are based on Exhibit D (HRMS Requirements) using a rating scale of F, 0, 1, 2, 3, 4 with accompanying comments, while Exhibit E (Score Card) serves as a reference document for weighted scoring during product demonstrations. The NWCPUD has not previously evaluated ServiceNow or other specific platforms and does not require case and knowledge management capabilities for employee inquiries, as payroll questions are handled directly by the payroll team. The RFP cover page was updated to remove an earlier October 7, 2022 deadline and establish October 31, 2022 as the uniform submission deadline for all proposal materials.

Amendment #2 ‐ RFI #001‐008 Response
1. RFI #001: If we intend to include our full HRMS in the ERP RFP response, do we need to also complete the RFP for HRMS?
Response
1. The HRMS RFP is to provide an immediate standalone system that will be implemented separate from the ERP system. If the ERP system selected meets HRMS needs, then this HRMS system will be used until the ERP system is online with a minimum of a 1‐year term for this agreement. NWCPUD may elect to keep the HRMS system as a permanent solution separate from the ERP system.
2. Suppliers are to respond to this HRMS RFP separate from the ERP RFP for this immediate HRMS system which may or may not become the NWCPUD permanent system.
2. RFI #002: What is your payroll frequency? (Biweekly, semi‐monthly or something else?)
1. Payroll is Biweekly.
3. RFI #003: For the questionnaire ratings, is the scale 1‐3 or 1‐4? In your example score card, it looks like the scale is 1‐3. In section 6 here, it appears that the ratings should be F,0,2,3,4. Can you please clarify?
1. Exhibit D – HRMS Requirements is to be filled out and submitted with submission documents.
a. F,0,1,2,3,4 are to be used followed by a comment for each section of this Exhibit.
2. Exhibit E – Score Card is a for reference only document
a. This score card is provided as a reference for the weight of NWCPUD’s scoring during demos.
4. RFI #003: Question on due dates: is the questionnaire due on October 14? Or do you require the entire proposal, pricing, cover letter etc all be submitted at the same time by October 31? I see on your site that there was a due date of October 7, did I miss any deadlines?
1. All questions regarding this RFP are due on October 14, 2022. All submission documents are to be submitted on October 31, 2022, by 5:00 pm PST.
2. See attachment #1The RFP cover page has been updated to delete the due date of October 7, 2022 and includes a due date of October 31, 2022.
5. RFI #004: Have you evaluated the ServiceNow platform and its capabilities? If so, which products within ServiceNow have you evaluated (e.g., HRSD, ITSM, CSM, SAM Pro, HAM, SecOps, GRC)
1. NWCPUD has not looked into ServiceNow.
6. RFI #005: Is the AMS item referenced this company: https://www.weareams.com/ ?
1. Applicant Management System (a recruitment module)
7. RFI #006: The RFP seems to be mainly oriented at a HCM type of tool ‐ is this accurate?
1. NWCPUD is looking for a Human Resource Management System for a full cycle personnel management for employees.
8. RFI #007: What are Northern Wasco Countiy PUD's need for Case and Knowledge Management? For example an employee has a question about their paycheck ‐ do you have a way to record and respond to their question?
1. Questions about paychecks are handled by contacting our payroll team. We do not have a system for recording and responding to such questions.
