Questions and Answers
Q: The pricing/ cost schedule provided reflects a minimum order quantity of 2,080 hours for MLT/ CTS services, 2,080 hours for MT/ CLS services, and maximum order quantity of 10,400 hours. Given the disparity between minimum and maximum order level quantity for these services, would the government consider allowing vendors to submit resumes for 5 key personnel instead of 10 key personnel?
A: The requirement is for 5 MTs and 5 MLTs for a total of 10 FTEs. Based off that information, interested vendors are requested to propose for the full 10,400 hours for the MT/CLS Services and for MLT/CLT Services.
Q: Section E VIII: Contract employees will be required to complete department specific training during the day shift (0700am – 4:15pm), until they are determined competent in the area to move to the required shift. Can the government clarify the average length of time for HCW’s to complete training/ orientation?
A: Each department has approximately 3-4 weeks of training prior to assuming duties that the employee is going to work in. If employee is being trained for multiple departments, such as for evening or night shifts, then the maximum training time required on days would be approximately 4 months.
Q: The RFP states on page 45 of 79: “Offerors are cautioned of email size limitations. Offerors whose emails are rejected due to size limitations are not excused for late submissions.” Likewise, page 46 of 79 states, “Offerors are advised that large attachments to emails may delay transmission and should plan accordingly.”
a. Question: The RFP does not provide the email size limitation. Please provide the email size limitation.
A: Please limit email sizes to 15 MB. See amendment 0004 for more information.
Q: Please provide the company name of the incumbent contract holder (if any).
A: Millbrook Support Services, Inc
Q: Please provide the contract number of the existing contract for these services (if any).
A: 36C257-21-C-0034
Q: Please provide the period of performance for the existing contract for these services (if any).
A: 31 March 2021 – 30 September 2023
Q: Please provide the award amount for the existing contract for these services (if any).
A: $899,644.20
Q: Regarding PPQs: will the Government consider PPQs previously completed and signed by a cognizant Government authority in support of other proposals so long as the project citations meet all recency and relevancy requirements?
A: No, provide new PPQs and the PPQs must be sent to the Government point of contact from the personnel that received the services and not from the interested vendor(s).
Q: Regarding PPQs: will the Government accept finalized CPAR reports in lieu of PPQs?
A: No, the Government will do its due diligence and verify CPARS ratings as part of the evaluation.
Q: Regarding Past Performance: will the Government consider/evaluate any or all of the required minimum 2 contract references that have been performed by the offeror’s Key Personnel (to include management) IAW FAR 15.305?
A: The Government will do its due diligence and verify information received with requested Past Performance references as part of the evaluation.
Amendment 01 provided offerors with a memorandum notifying interested parties of an appeal of the NAICS code which states, “The Contracting Officer responsible for this solicitation MUST: [I.B] Stay the date for the closing of receipt of offers until OHA issues a decision, as required by 13 CFR Sec.
121.1103(C)(1)(i).”
a. Question: We have not received notification that OHA has issued a decision on the appeal, however Amendment 3 states the proposal submission deadline remains 05 Jun
23. Please clarify whether the appeal has been resolved. If so, please provide the outcome of the appeal. If not, please indicate how/whether the Government expects to comply with the terms of the OHA memorandum to “stay the date for the closing of receipt of offers until OHA issues a decision” (e.g., via upcoming Amendment, etc.)?
A: Yes, see Amendment 0004.
