ENCLOSURE 1:

Question #1: The Stocking, Offload and Segregation numbers do not seem operationally accurate.

a. 1.4 Million offload vs 2.1 Million Segregate. Where do the additional segregate cases come from?

b. 2.1 Million stocking cases more than doubles the previous contract. Is this an accurate reflection of the current stocking situation at this facility?

c. The monthly offload reflected in the PWS (177,850) does not match the Offload total workload reflected in the DLS (117,850). Which value is considered accurate?

Response #1: The workload for shelf stocking and RSHA operations reflected in the Performance Work Statement and Direct Labor Summary were revised. The workload is based upon several months of data collected from the Commissary.

Question #2: With the level of cases reflected in both Offload and Store, the 34,200 value in Pull seems extremely low. Will another party be performing the Pull function for the rest of the cases?

Response #2: The workload for offload trucks, store merchandise, and pull merchandise in the Performance Work Statement was revised.

Question #3: We notice that Refrigerated fluid milk, fresh dairy products, and eggs are included in the Specific Conditions (Para 4.3.2). Does this include all of the products in these categories or are there some that the contractor is responsible for?

Response: Paragraph 4.3.2. includes merchandise that is received by Direct Store Deliveries. The contractor is responsible for stocking merchandise that is received on FDS Deliveries (identified under Exhibit 4-3), which may include some brands of milk or dairy in the categories identified.

Question #4: We noticed that the produce department is included in the Specific Conditions (Para 4.3.2). Does this include all of the products in this department or are there some that the contractor is responsible for?

Response #4: Paragraph 4.3.2. includes merchandise that is received by Direct Store Deliveries. The contractor is responsible for stocking merchandise that is received on FDS Deliveries (identified under Exhibit 4-3).

Question #5: In fill and Replenish displays, does this requirement only apply to endcap displays or all display locations throughout the facility to include mass displays?

Response #5: Yes.

Question #6: Please answer each of the following questions regarding Paragraph (a)(4) of Provision 52.215-4509 PROPOSAL SUBMISSION (FORMAT AND CONTENT) (APR 2004) located in Section L on page 74 of 79 of the “Solicitation HDEC0820R00024 MacDill AFB.pdf” file:

a. Where and how should proposals be submitted by the 11:30 AM EST 15Jan2021 deadline?

b. What Excel formats are acceptable for submission? The solicitation states that “[t]he Cost Breakout and Direct Labor Summary must be submitted in hard copy as well as on a CD in Microsoft Excel 2013,” however, the Excel files posted at beta.sam.gov <http://beta.sam.gov> are all in Microsoft Excel 97-2004 Workbook (.xls) format.

Response #6: a. Refer to Block 8 and Section L at FAR 52.215-4509 of the solicitation.

b. Utilize the Excel spreadsheet posted to beta.SAM.gov, as these are the Government documents issued with the solicitation and are the only acceptable files.

Question #7: Please explain or correct the guidance in paragraph (b)(4) of Provision 52.215-4509 PROPOSAL SUBMISSION (FORMAT AND CONTENT) (APR 2004) located in Section L on page 74 of 79 of the “Solicitation HDEC0820R00024 MacDill AFB.pdf” file. The current guidance seems to require multiple files and filenames (one for the Base Year and each Option Year) of the “Attachment 3 Volume I Cost Breakout MacDill AFB HDEC0820R0024.XLS.xls” file, however, the “5 Yr. Totals” tab in that file already includes data for the Base Year and all Option Years.

Response #7: If the same pricing is not used for the base and option years, a separate Cost Breakout must be prepared for the base year and each option year.

Question #8: Who is the Point of Contact that vendors can contact to be able to arrange to view the back-end operations in the facility?

Response #8: A view of the back-end operations is not available at this time.

Question #9: If arranging a visit to view back-end operations is not possible, when will Defense Commissary Agency provide a video or pictures of the back-end operations (to include the layout of the RSHA, sales floor and views of the Meat room) so that non-incumbent vendors can evaluate and ask questions?

Response #9: Our office will not provide video or pictures of the back-end operations. Contractors are not allowed to contact our vendors. Only the successful offeror will be given a two week observation period at no cost to the Government in accordance with 52.237-4500 prior to full take over of services to be performed under this contract.
