About this file
Amendment 2 to Request for Quotation (RFQ) W91QVP-26-Q-0017
This amendment extends the solicitation closing date for a Bill of Materials (BOM) delivery to Papua New Guinea from April 27, 2026, at 0900 AM HST to Wednesday, April 29, 2026, at 0900 AM HST. The procurement is for delivery of materials to Igam Barracks, Lae, PNG, and is structured as a Firm-Fixed Price (FFP) contract. The price proposal must be fully inclusive of all materials, administrative costs, logistics, shipping, customs clearance, and delivery to the final destination. Critically, all proposed prices must include applicable local and national taxes, specifically the Papua New Guinea Goods and Services Tax (GST), with quotes failing to include these taxes or separating them as additional Government costs subject to rejection as non-responsive.
All offerors must explicitly acknowledge receipt of this amendment and all prior amendments in their submission package, with failure to do so resulting in rejection. Offerors who previously submitted quotes may revise their proposals to reflect the extended timeline and updated pricing instructions, or may submit a written statement confirming their original quote remains valid and includes required GST and amendment acknowledgments. New submissions are permitted by the extended closing date. All quotes, revisions, and amendment acknowledgments must be submitted via email to the Contracting Officer and Contract Specialist no later than 0900 AM HST on April 29, 2026, with all other terms, conditions, and technical requirements of the original RFQ remaining unchanged.

AMENDMENT 2, REQUEST FOR QUOTATION (RFQ)
Solicitation Number: W91QVP-26-Q-0017 Project Title: Bill of Materials (BOM) Delivery to Papua New Guinea (PNG) Date of Amendment: April 27, 2026
1. SOLICITATION CLOSING DATE & TIME (EXTENDED)
The closing date and time for receipt of quotes has been extended.
Original Closing Date: April 27, 2026, at 0900 AM HST
NEW CLOSING DATE: Wednesday, April 29, 2026, at 0900 AM Hawaii Standard Time (HST)
2. PRICING INSTRUCTIONS & GST REQUIREMENT (UPDATED)
This is a Firm-Fixed Price (FFP) procurement. The Offeror’s price proposal (Volume III) must be inclusive of all materials, administrative costs, logistics, shipping, customs clearance, and delivery to the final destination (Igam Barracks, Lae, PNG).
Tax Requirement: Offerors are explicitly advised that all proposed prices MUST include all applicable local and national taxes, specifically including the Papua New Guinea Goods and Services Tax (GST). Quotes that fail to include applicable taxes, or separate them out as an additional cost to the Government outside the FFP, may be deemed non-responsive.
3. PROPOSAL REVISIONS & AMENDMENT ACKNOWLEDGMENT
Due to this extension and clarification, the following rules apply to all Offerors:
New Submissions: Offerors who have not yet submitted a quote may do so by the new closing date.
Quote Revisions: Offerors who have already submitted a quote may submit a revised proposal (Technical, Past Performance, and/or Price) to reflect the extended time and updated pricing instructions.
Acknowledgment of Amendments: All Offerors MUST explicitly acknowledge receipt of this amendment, as well as all prior amendments, in their submission package. Failure to acknowledge all amendments may result in the quote being rejected as non-responsive.
Validity Confirmation: If an Offeror chooses not to revise their previously submitted quote, they must provide a written statement confirming that their original quote remains valid, includes the required GST, and acknowledges all amendments.
4. SUBMISSION INSTRUCTIONS
All quotes, revisions, and amendment acknowledgments must be submitted via email to the Contracting Officer and Contract Specialist no later than 0900 AM HST on April 29, 2026.
(All other terms, conditions, and technical requirements of the original RFQ remain unchanged.)
