ATTENTION PROSPECTIVE OFFERORS:

Reference is made to Solicitation Number HDEC0820R0003 for Shelf Stocking and Custodial Operations at the Fort Belvoir Commissary, located in/near Lorton, Virginia.

The following questions and answers, pertaining to the above-referenced solicitation, are provided for your information. Offerors are cautioned the answers below do not alter the solicitation. Only the amendment to the solicitation will change the requirements or any other content of the RFP. In the event of an inconsistency between statements contained in any amendment on the solicitation and this document, the amendment shall take precedence.

ENCLOSURE 1:

Question #1: Would you please provide the incumbent/price for solicitation HDEC0820R0003?

Response #1: We are unable to release this information; therefore, please submit your request via Freedom of Information Act (FOIA) at foia@deca.mil.

Question #2: 1.2.1 Hours of operation/Contractor Schedule. With the volume of business that this facility does per hour combined with the 2 hour window prior to contract custodial beginning, does the store have a requirement to maintain the standards in the restroom and on the sales floor prior to contract arrival or is the contractor required to address these issues upon arrival?

Response #2: The Attachment 1, Performance Work Statement (PWS) does not address requirements for the store to maintain standards in the restroom and on the sales floor prior to contract arrive. Therefore, the contractor is required to perform day custodial operations in accordance with (IAW) para. 1.2.1.

Question #3: 4.3.2.6.1. On issued vendor and DSD cases is the contractor responsible for rotation and or expired merchandise in these areas even though it may only be issued sporadically?

Response #3: The contractor is not responsible for rotation or expired merchandise for DSD vendor cases. The contractor is responsible for rotation and or expired merchandise on all contractor responsible line items.

Question #4: 4.3.2.6.1. If merchandise is received expired from the distributor and issued to the contractor for stocking would the contractor be responsible for the DEM charges for this product?

Response #4: No.

Question #5: The cases stocked chart 4.3.1 indicates that many of the cases for Vendor/DSD will occur in the daytime, however, the wording allows these cases to be issued during day or night operations. For staffing purposes, when will it be determined if these cases will be issued for day or night operations as it will be very difficult to adjust staffing around such a large volume of cases?

Response #5: The workload reflected at paragraph 4.3.1. reflects the estimated quantity monthly for night stocking, day stocking and displays. Therefore, based upon he workload reflected in the PWS, it is the contractor’s responsibility to determine sufficient staff is provided during day and night operations to stock the estimated quantities reflected at para. 4.3.1.

Question #6: With the store being required to prepare for stocking all cases needed to be stocked each day, what recourse does the contractor have if these cases are not prepared and issued prior to the windows presented in the

PWS?

Response #6: Notify the Contracting Officer for resolution the soonest.

Question #7: Is there a method of compensation available to the contractor if they have to identify and pull their own cases needed for stocking to meet the standards in the PWS?

Response #7: Pull merchandise is not a contractor responsibility. Therefore, the contractor is not responsible for pull merchandise.

Question #8: The floor in Fort Belvoir is polished/stained concrete. What responsibility does the contractor have for spot mitigation when the stain is damaged?

Response #8: Refer to Attachment 1, PWS, Exhibit 4-8, Polished Concrete Floors.

Question #9: What responsibility does the contractor have in managing the polishing aspects of these floors?

Response #9: Refer to Attachment 1, PWS, Exhibit 4-8, Polished Concrete Floors.

Question #10: In custodial exhibit 4-6-4 there is a floor type labeled GC. What type of surface is this referring to?

And what type of cleaning requirements are associated with these areas?

Response #10: The PWS has been revised at Exhibit 4-6-1 to add the Floor Type of GC for Grass and Concrete.

Question #11: In custodial exhibit 4-6-4 there is a floor type of Grass. What are the cleaning requirements for these areas? And are there any other maintenance requirements included for these areas?

Response #11: As a performance-based contract, it is the contractor’s responsibility to determine the necessary techniques and methodologies to accomplish this task.

Question #12: The contract requirement for stocking vendor merchandise is unclear. 4.3.2. and Exhibit 4-1 seem to indicate that all non-DSD/Vendor merchandise is contract responsible. However, the contract responsible night stocking line item count is only 8,507 items which would indicate that vendor stocking is not included in night responsibilities. Does this indicate that vendor stocking is part of the day - stocking operation?

Response #12: See revisions in the PWS dated August 10, 2020.

Question #13: If vendor stocking is part of the daytime operation then is the shelf arrangement of vendor items not part of this requirement?

Response #13: As reflected at PWS paragraph 4.3.2.6.1. Direct Store Delivery-Not-Stocked Cases, the Government will issue vendor merchandise during the Contractor’s night or day stocking shift. Therefore, shelf arrangement of vendor items is part of the requirement.

Question #14: The requirement for shelf arrangement is very unclear as outlined in this work Statement. From section 4.3.3.2.2 through 4.3.3.2.2.3 there are several different methods of arrangement described. These methods described are also inconsistent with the pictures provided in exhibit 4-2 creating even more confusion as to the actual arrangement requirement. 4.3.3.2.2 indicates items stocked on top only when bottom layers are filled, and items stocked back to front. 4.3.3.2.2.1 indicates two layers pulled forward if on top of a full bottom layer(does this preclude the previous requirement?) 4.3.3.2.2.3 indicates items pulled forward with 2 rows stacked on top The Diagram in 4-2 indicates that all multi-layer items should be stocked/arranged completely to the front of the shelf while if insufficient to fill the bottom layer they should be left flat and pulled forward. What is the definitive arrangement requirement for this solicitation as these varying methods all require different workloads?

Response #14: See revised PWS dated August 10, 2020.

Question #15: 4.3.3.1. Would the contractor be required to clean a temporary portable case that has been brought out by the government from the RSHA area and was not cleaned before the product was added to it by the government?

Response #15: No

Question #16: 4.3.3.3. The last sentence seems to suggest that Unsats won't be issued unless they are in front of items with current year expiration dates. Is the definition of current year pertaining to the current calendar year?

Response #16: Yes.

Question #17: 4.3.3.7. Is there a method of compensation available to the contractor if they have to dismantle displays or repack and move the remaining display merchandise from the sales floor to the storage location within the RSHA?

Response #17: In accordance with the PWS, at paragraph 4.3.3.7., the contractor is solely responsible for fill and replenish displays. Therefore, in accordance with the PWS, the Contractor completes the build after the layout is set by the Government; but is not authorized to dismantle displays or repack and move the remaining display merchandise from the sales floor to the storage location within the RSHA.

Question #18: 4.3.3.10. Who determines when "periodically" is when returning merchandise to appropriate locations?

Response #18: 4.3.3.10. Returning Merchandise to Appropriate Locations. During each Contractor operating day, the Contractor shall return to locations described below all abandoned/misplaced items found throughout the commissary during the Contractor’s day/night operations no later than the end of the Contractor’s night operations.

Question #19: Could the government consider an electronic email submission due to COVID-19 in lieu of a hard copy submission as during this time with small business are struggling to hold on and compensate their employees where every dime count. The cost of production and packaging is a significant cost and creates an undue burden on small business during these challenging times.

Response #19: No.

Question #20: Per the solicitation: (1) Using the format at Attachment 4, provide the information requested including the question first, followed by your response. Responses may be narrative, charts, diagrams or other visuals that clearly and accurately represent the response. The length of response to each individual question is not limited, however you must provide responses to all questions. This volume is limited to 30 single-sided or 15 double-sided pages not including the "Typical Daily Work Schedule" and "Direct Labor Summary" forms. Pages in this volume shall be numbered sequentially beginning with page one (1). Technical Volume II- could the government clarify if the cover page and table of counts toward the page limit of 30 pages?

Response #20: Yes.

Question #21: Our company is a HUBZone and 8(a) certified company and we were looking very forward to having the opportunity to bid on the Fort Belvoir Commissary Shelf Stocking and Custodial Operations contract.

We have noticed the pre-solicitation now reflects it has changed from HUBZone to a Set Aside for Service Disabled Veteran owned companies. Would you kindly advise why there was a shift SDVO? Although we very, very much respect our veterans, we would like to know the cause for the change as it seems to be becoming a trend on DeCA contracts over the last few months making the pool of opportunities smaller for HUBZone companies. For clarity, does the facility being serviced must be in a HUBZone to be a set aside for HUBZone contractors? Or was the set aside changed for another reason?

Response #21: The set-aside was changed from HUBZone to Service-Disabled Veteran-Owned (SDVO) because the location of the Fort Belvoir Commissary is no longer in a HubZone location.

Question #22: I am writing this email in regards to the shelf stocking and custodial operations at Fort Belvoir Commissary solicitation. I was wondering if we would be eligible to submit a proposal for this specific solicitation without having the actual small veteran-owned business (SVOB) status? However, we do have veteran executive management along with the specific experience and requirements to meet the needs and expectations for this solicitation. May we still be considered for this contract opportunity?

Response #22: Refer to the solicitation, FAR Clause 52.219-27 NOTICE OF SERVICE-DISABLED VETERAN-

OWNED SMALL BUSINESS SET-ASIDE (DEVIATION 2020-O0008) (MAR 2020).

Question #23: On pages 57-60, Section L refers to the NTE-number of pages per Attachment, but it does not refer to font and size; could you clarify.

Response #23: The font and size is at the discretion of the offeror, as long as the page limit is not exceeded in accordance with FAR Clause 52.215-4509 PROPOSAL SUBMISSION (FORMAT AND CONTENT) (APR 2004).

Question #24: On page 59, the RFP lists the type of contract, but it does not identify the business type, whether SDVOSB or 8(a) or Woman Owned; could you clarify.

Response #24: Refer to the solicitation, FAR Clause 52.219-27 NOTICE OF SERVICE-DISABLED VETERAN-

OWNED SMALL BUSINESS SET-ASIDE (DEVIATION 2020-O0008) (MAR 2020).

Question #25: 1. Topic: Solicitation: Proposal Submission (Format and Content) [Page 58] Reference: (a)(3) Page Limits. Question: As with Tabs and Dividers, can you please confirm a Volume cover page, Table of Contents, List of Figures, and Compliance / Cross-Reference Matrix (i.e. pages i – iv), are not considered in the page count?

Response #25: Tabs and dividers do not apply; however, the Table of Contents, List of Figures, and Compliance/ Cross-Reference Matrix (i.e. pages i – iv) would apply to the page limitation, in accordance with the solicitation, FAR Clause 52.215-4509 PROPOSAL SUBMISSION (FORMAT AND CONTENT) (APR 2004).

Question #26: Topic: Proposal Submission (Format and Content) [Pages 58-59] References:

- (a)(4): ‘Utilization of FedBizOpps and/or computer disk (CD) provides the required forms and formats for submitting proposals in response to this solicitation.’

- (b) VOLUME I (original and 2 copies with computer disk of cost breakout):

- (b)(4): ‘The computer-generated spreadsheets shall be submitted on CD.’

- (c) VOLUME II (original and 4 copies with CD of the Direct Labor Summary):

- (d) VOLUME III (original and 2 copies):

Comment: FedBizOpps migrated to beta.SAM; CDs are bygone technology (writing/reading); for environmental, professional efficiency and related reasons, the vast majority of federal proposals are submitted in digital fashion:

paperless, CD-less, and on-line via e-mails or portals. Hard-copy production, handling, mailing, etc., creates an undue burden. As the solicitation documents were released in digital format, between PDF and Excel, it is very feasible to submit all of the proposal documents electronically. Will DECA please consider and accept electronic submittal of proposals?

Response #26: No, not at this time.

Question #27: Topic: Proposal Submission (Format and Content) [- Past Performance [Page 68] References:

- (d)(1) REFERENCE REQUIREMENTS: Provide a reference for each contract completed during the past three

(3) years and each contract currently in process using the form provided at Attachment 6.

- (d)(5)(i) Reference information is limited to 1-single sided page per reference using the required form.

- Attachment 6 – Volume III Past Performance Information

Comment: The ‘required form’ includes instructions and two points of contact, space for addresses, etc. For example: The ‘Description of Service/Product (Include sufficient details to indicate the variety of tasks, standard of care, and degree of tolerance permitted):’ leaves only two lines to provide the ‘sufficient detail’ requested.

Question: May offerors modify Attachment 6, ensuring the required information is provided in a similar format while adhering to the 1-page limit per reference?

Question: For the evaluator’s ease of reference, in addition to the individual 1-page references, may offerors include a table (non-page counter) that consolidates the contract numbers and POC details of all recent and current contracts?

Response #27: There shall be no modifications to any Government-issued Attachments or documents. Offerors must follow the format as reflected at Attachment 6.

Question #28: Topic: Snow Removal References: CLINs 0001, 2, and 3AF; PWS 13.1 (p C-4-24), PWS 4.6.2.1.2 (pC-4-14, and Exhibit 4-6-4 (p C-429) Comments: As written, the obligation is implied as 24-7. Questions: While the CLINs use an estimated quantity of 250-hours; can the Government off the number of hours in recent years obligated to this CLIN? Can Emergency notifications occur outside the Tour of Duty? Does the Government provide any snow or deicing equipment (GFE) or is the contractor to provide all equipment and material to fulfill these tasks?

Response #28: PWS para. 13.1 Snow and Ice Removal is part of para. 4.6. Custodial (page C4-14). To obtain information pursuant to the number of hours in recent years obligated to this subline item, submit your request via Freedom of Information Act (FOIA) at foia@deca.mil, as our office is unable to release this information. The contractor is required to perform tasks at 13.1 during the night operations window of opportunity, as reflected at PWS para. 1.2.1. Store Operational Hours/Contractor Working Schedule. In accordance with Exhibit 2-2, GOVERNMENT-FURNISHED EQUIPMENT (GFE), there is no custodial supplies or equipment reflected;

therefore, it is the contractor’s responsibility provide any and all supplies and equipment to perform tasks reflected at para. 13.1.

Question #29: Topic: Click-2-Go References: CLINs 0001, 2, and 3AG; RFP Addendum to Attach 1; and Attach 3 Cost Breakout and Attach 5

TDWS.

Comments: While the CLINs use a notional, estimated 1,000 hours and the Cost Breakout includes one ‘Order Filler’, the TDWS and Direct Labor Summary do not account for the day-time Fulfillment Worker(s) in the Click-2- Go Addendum.

Questions: In what documents and where are we to price the FW hours? Can the Government share how many FWs are currently required? Will the Government allow cross-utilization; where a trained custodial worker or daytime stocker can accomplish FW taskings?

Response #29: The Attachment 3, Volume II, Cost Breakout, is where all pricing for all areas of operations shall be reflected. The tab for the Order Filler is a loaded wage rate which will be used to reflect pricing for all items ending in AG. The offeror may reflect Order Filler where “Other” is cited on the TDWS. To obtain the Government share how many FWs are currently required, submit your request via Freedom of Information Act (FOIA) at foia@deca.mil. As a performance-based contract, it is the contractor’s responsibility to determine which day operations personnel will accomplish the CLICK2GO services.

Question #30: May a small business be considered for this contract without the small veteran-owned business (SVOB) certification, if the small business has veteran executive leadership along with federal experience managing the specific scope of work required within this solicitation?

Response #30: Refer to the solicitation, FAR Clause 52.219-27 NOTICE OF SERVICE-DISABLED VETERAN-

OWNED SMALL BUSINESS SET-ASIDE (DEVIATION 2020-O0008) (MAR 2020).

Question #31: Is there a mandatory total number of expected laborers for the custodial and stocking positions per the contract?

Response #31: As a performance-based contract, it is the contractor’s responsibility to provide all the necessary supervision, personnel, supplies, and equipment necessary to perform shelf stocking and custodial operations for the Fort Belvoir Commissary in accordance with the Attachment 1, Performance Work Statement.

Question #32: Please confirm if the contractor will be responsible for custodial duties within the warehouse areas as well?

Response #32: In accordance with the Attachment 1, PWS, EXHIBIT 4-6-4 NIGHT CUSTODIAL SURVEILLANCE FREQUENCIES AND QUALITY STANDARDS, PRS (7), the resultant contractor will be responsible for cleaning the Contractor’s Overwrite Area.

Question #33: May you please share more information about the expectation on the personnel subfactor “indirect labor” element?

Response #33: As a performance-based contract, it is the contractor’s responsibility determine the supervisory coverage in accordance with the Attachment 1, PWS.
