About this file
This document is an Amendment to Solicitation and accompanying Questions and Answers for RFP 19SA4026R0006 issued by the American Consulate General in Jeddah, Saudi Arabia for Dedicated Internet Access (DIA) circuits. The amendment, dated January 14, 2026, extends the proposal submission deadline from February 16, 2026 to March 6, 2026 at 5:00 PM local time, and incorporates 15 questions and answers clarifying requirements. The Government requires a single active fiber optic link with managed router services configured with HSRP. The connection must utilize DSP Fiber Only and leverage existing cabinets from service providers STC (identified as MHMDKHU0438, EXCH 206, SP 2, P 1-9, tb 1), SALAM (CLSJ, US Embassy, from MMH02, distance 340M), or Zain. No link diversity is required, and the Government will accept a Service Level Agreement of 99.5% uptime with latency under 60ms and packet loss of 1% or less.
The amendment specifies additional technical and administrative requirements including Defense Base Act (DBA) insurance as a separate cost to be obtained from Department of Labor-approved providers. The Government does not encourage new fiber infrastructure installation and clarified that it seeks only the Internet link without requiring comprehensive infrastructure upgrades such as Next-Gen Firewalls or Managed Switches. The exact communication room coordinates will be provided upon contract award. Contract terms and conditions are governed by FAR 52.212-4 (Commercial Items), incorporating standard federal termination provisions. The contracting officer is located at the American Consulate General in Jeddah, with contact information provided for submission and inquiries.
