About this file
This file is an Amendment of Solicitation/Modification of Contract (Standard Form 30) and accompanying Questions and Answers document for RFP 19SA4026R0011.
The amendment, issued on July 30, 2026, by the American Consulate General in Jeddah, Saudi Arabia, incorporates questions and answers into the solicitation. The underlying requirement is for internet connectivity services at the U.S. Consulate compound in Jeddah (coordinates 21°38'04"N 39°07'41"E). The contractor must provide a single 10 Mbps symmetrical circuit with a minimum Service Level Agreement (SLA) of 99.7% availability. Key technical requirements include: providing two HSRP-capable routers with all associated equipment, interfaces, transceivers, and cabling; delivering a /28 block of sixteen public IPv4 addresses; ensuring transparent, unfiltered, IPsec-compatible internet connectivity suitable for VPN encryption devices (to be provided by the Government); and implementing redundant carrier equipment over the existing fiber route for fault tolerance in the last mile. Civil work including trenching, duct installation, and wall penetration may be required if the Digital Service Provider (DSP) has no available routes to the demarcation point. Contractors are permitted to use any DSP except Chinese or Russian providers. The incumbent contractor was Middle East Internet Co. Ltd. under contract 19SA4023C0006. No transceivers, DBA insurance requirements, or C-SCRM Software Producer Attestation Forms are required for this commercial internet service delivery.
