About this file

This document is an amendment providing responses to questions received from Energy Service Companies (ESCOs) regarding the Notice of Opportunity (NOO) for the General Services Administration (GSA) Public Buildings Service National Deep Energy Retrofit (NDER) Round 6 II ESPC Procurement.

The NOO provides details on the submission requirements, including page limits for the four evaluation factors: ESCO Past Experience (15 pages), Past Performance (5 pages not included in the total count), Technical Approach (5 pages), and Best Fit for Buildings (5 pages). The amendment clarifies that UESC projects will be evaluated equally to ESPC projects, and that minor administrative contract modifications should not be included in the ESCO Past Experience submissions. It also revises the 30% EUI reduction requirement to be measured at the individual building level rather than the overall project. The total page limit for the submission is 30 pages.

Question 1 .Could you please clarify if the total submission is 22 electronic pages, or Factor 1 alone is a 22 page requirement?

Answer: The total page limit for all factor’s is 25 pages Factor 1 = 15 pages Factor 2= 5 pages = not included in page count Factor 3 = 5 pages Factor 4 = 5 pages

Question 2. Acknowledging that Factor 2 Past Performance Questionnaires will be submitted by customers, and not included in page count, Could you please clarify that the name and contact information of each project reference is not included in the overall page count as well?

Answer: Factor 2= 5 pages = not included in page count

Question 3. For Factor 1 project submissions where there are in fact phases of the project, is it the Government’s preference for the Annual Energy Data in Table C to be presented in phases, or an overall combined calculation?

Answer: The ESCO should use the appropriate solution they feel is correct.

Question 4. Factor 1 – ESCO Past Experience: Are UESC projects scored more favorably, less favorably or equal to ESPC projects?

Answer: UESC are evaluated equally to ESPC’s for the evaluation.

Question 5. Factor 4 – Best Fit for Buildings: Item 4 requests “A list of past ESPC contracts or TOs awarded since March 26, 2014 to the ESCO as a prime contractor.” Are UESC projects where the ESCO was the utility’s prime contractor eligible for inclusion in this list?

Answer: Yes, UESC are evaluated equally to ESPC’s for the evaluation.

Answer: This information has been removed from Factor 4. Please review the NOO for evaluation information.

Question 12. This clause states that the entire response is limited to 22 pages; however, Factor 1 is limited to 22 pages, Factor 2 has no defined page limit for the requested content, Factor 3 is limited to 5 pages, and Factor 4 is limited to 5 pages.

Can the Government please clarify the total page limit?

Answer:

Factor 1 = 15 pages Factor 2= 5 pages = not included in page count Factor 3 = 5 pages Factor 4 = 5 pages

Question 13. In part B., Factor 1) ESCO Past Experience: it states “ GSA will accept work performed under contract modification or contract actions implementing phased projects as experience under this Factor when the award date is clearly within the required time period.

Additionally, the ESCO must clearly identify the scope of work for each modification or project phase submitted as project experience.” We have projects that have been modified numerous times, many for very minor issues that are not germane to our response. We wish to submit projects that were modified where the impacted ECMs and the award of the modification are clearly within the required time period. If there were multiple minor modifications to a reference project, are we correct in assuming that we should only speak to the pertinent modifications and not the minor modifications and “each modification” as it states?

Answer: Minor administrative modification should not be included. Only include scope changes and follow the Past Experience instructions.

Question 14.Also, regarding modification requirements shown in part B., Factor 1) ESCO Past Experience: Please confirm that, if a modification to the original project has an award date that falls within the required time period, we can speak to both the base project and the modification to address past experience more generally.

Answer: GSA will accept work performed under contract modifications or contract actions implementing phased projects as experience under this Factor when the award date is clearly within the required time period. Additionally, the ESCO must clearly identify the scope of work for each modification or project phase submitted as project experience.

Question 15. We respectfully request that GSA Amend the Factor 1 “criteria 1” requirement:

“Projects will be considered “similar” if they clearly demonstrate the characteristics listed in criterion 1, as well as at least five other identified criteria listed below.” to match NDER7 Amendment 0003 ‘Question and Answers’, Item 4:

Answer : See revised NOO- Amendment 1

Question 16. In regard to Criteria 1, “Projects demonstrate the ESCO’s achievement of deep energy retrofit goals resulting in at least 30% energy use intensity (EUI) reduction represented by mmBtu/gross square foot”, please confirm that this requirement can be demonstrated through achievement of this level of reduction for buildings within a broader project, and that we can calculate EUI based on square footage addressed, not total square footage of the ESPC project in its entirety.

Answer: This criteria should be demonstrated at the building level calculated using total gross square foot of an individual building. See revised NOO - Amendment 1. Although a 30% reduction is desirable for the entire ESPC project, it is not a requirement. See answer to question 15.
