AMENDMENT SUMMARY

a. The purpose of this Amendment is to incorporate Questions and Answers (Q&As) and changes to the Scope of Work (SOW) for Invitation for Bid (IFB) W912C320B0005:

Questions & Answers for IFB W912C320B0005, Repairs Building 504

Q1. Do we have to include construction taxes cost?

A1. All applicable taxes, to include construction taxes, shall be considered by the contractor.

Q2.Which county Building 504 is located for Construction Taxes purposes?

A2. For the purposes of construction taxes, Building 504 is located in Bayamon County.

Q3. Can you provide the construction taxes rated for that county?

A3. Contractors are encourage to contact the municipality of Bayamon in order to obtain the latest rate for construction taxes.

Q4. Portable Toilet- Can you please confirm if we as Contractor can use the Building 504 toilet facilities or portable toilets will have to be provided?

A4. Contractor shall include costs for the portable toilet for construction personal use only. The existing restroom facility is for building tenant (Federal employee) use only.

Q5. Storage Area- Do we have to provide a storage container or government will provide a storage space for project materials?

A5. Yes, contractor shall provide storage container, no storage space for equipment and construction materials will be provided by Government.

Q6. Office trailers- Do we have to provide an office trailer or government will provide an office space for this project?

A6. The use of an office trailer is not mandatory. However, the government will not provide an office space for this project. It’s up to the contractor to determine if an office trailer is needed. Technical Section 01 50 00, Temporary Construction Facilities, covers all requirements for office trailer/storage, in case the contractor opt to use one.

Q7. Do we have to construct a temporary fence around the building? If so, which type of fence is expected?

A7. No, not around the building, only around the storage container and must be orange safety fence.

Q8. Whose responsibility will be to empty the work area spaces from equipment or furniture? Government or contractor?

A8. The contractor will be responsible for disassemble, moving, storing, and assemble all equipment and/or furniture. Documents, wall frames, personal property, computers, monitors, printers, and any other electronic equipment will be handled by the government. Cabinets may remain with documents inside when relocated but, tenant must remain responsible for whatever they left inside the cabinets (regardless if the cabinets have keys or not). The work shall be done in two phases; half the building will be occupied while the other half is under repairs. The contractor shall provide a mechanism for dust control. Attached to this amendment are pictures of all the equipment and/or furniture and their location. The original Scope of Work (SOW) is modified to include this information. No other site visit is considered at this time.

Q9. There are some bumps/humps on the floor. How are we going to work this? If we install vinyl flooring on top of the existing, the new tiles may crack, broke, dip, etc.

A9. That represent a very minimum percentage of the total area to install new vinyl tiles. For those defects such as bumps/humps the Contractor is required to remove the damaged portion, repair the portion with a patching product and proceed with the installation of the new tile on top. This is typical repair procedure.

Q10. Based on the project documents, existing tiles contain asbestos. . If floor repairs are needed, do we need to include asbestos abatement?

A10. No. The amount would be so small that abatement or remediation would not be required. By removing just the damaged portions, cutting would be limited to less than 1sf per spot to be corrected, for which no abatement or remediation is required. On the other hand we are talking about non-friable material, so it is pretty safe to manage. Nevertheless, the wearing of some basic regular PPE is encouraged to augment protection of the person executing the work.

Q11. Since the building will be occupied, the end user should be aware that there will be noise, dust (even if the contractor construct a dust barrier since the contract has to clean all A/C ducts), etc.

A11. Contractor will have to mitigate the impact of the project in terms of dust control and noise. On the other hand, there will be some work requirements that the contractor will have to execute outside regular working hours to mitigate the impact to the tenant.

b. The Statement of Work is changed for the following:

(1) SOW Section 01 11 00 Paragraph 1.10.1 is changed from:

In coordination with COR, Government is to turn the areas to be impacted to contractor empty of furniture, modular partitions/cubicle desks and stored equipment and materials.
