ATTENTION PROSPECTIVE OFFERORS:
Reference is made to Solicitation Number HDEC0820R0005 for Shelf Stocking, Receiving/Storage/Holding Area (RSHA), and Custodial Operations at the McChord Field Commissary, located in/near Tacoma, Washington.
The following questions and answers, pertaining to the above-referenced solicitation, are provided for your information. Offerors are cautioned the answers below do not alter the solicitation. Only the amendment to the solicitation will change the requirements or any other content of the RFP. In the event of an inconsistency between statements contained in any amendment on the solicitation and this document, the amendment shall take precedence.
ENCLOSURE 1:
Question #1: Are you able to provide the total dollar amount of the billing under this Contract for the calendar year 2019?
Response #1: We are unable to release this information; therefore, please submit your request via Freedom of Information Act (FOIA) at foia@deca.mil.
Question #2: Can you please identify the incumbent contractor?
Response #2: We are unable to release this information; therefore, please submit your request via Freedom of Information Act (FOIA) at foia@deca.mil.
Question #3: The evaluation scoring is unclear to us. We appreciate that all of the factors, subfactors, elements, and sub-elements are listed, but we noticed that there are no values or weights associated with any of these scored items.
a. Will the Government please provide a simple matrix of the scored factors, including the total score possible, and the relative weight or value of each scored item? This helps bidders to know what things are more and less important to the Government; and therefore, how to structure the offer in our Response.
Response #3: Section M of the solicitation includes FAR Clause 52.215-4508(c)(1) – “FACTORS: Of the two evaluation factors, PERFORMANCE CAPABILITY is approximately equal to PRICE.” Section M of the solicitation includes FAR Clause 52.215-4508(b) – “OUTLINE OF EVALUATION FACTORS, SUBFACTORS, ELEMENTS, AND SUBELEMENTS”.
Question #4: Regarding supplies: Does the Government have a list of preferred products that it would like us to use? Cleaning products vary widely in cost and effectiveness. The answers to these questions will help us to know which products we should price and it will also help the Government to compare apples to apples in the Proposals. If we price our services based upon using biobased cleaning products, our pricing may compare unfavorably to that of a bidder who uses traditional toxic janitorial products:
a. Are biobased products requested or preferred?
Response #4: This is a performance based solicitation/contract, and the government has outlined in the solicitation package what is required; it is the offeror’s responsibility to propose how requirements will be performed. However, please refer to PWS paragraph 3.1. Operating Supplies.
Question #5: Is COVID cleaning to be included in the proposals?
Response #5: No, but please refer to PWS paragraph 1.2.5. Emergencies and Disasters
Question #6: Regarding Contract References: The Solicitation calls for bidders to send letters to each contract completed during the past three (3) years and each contract currently in process using the form provided…
a. We have quite a few government and private contracts and we are registered in SAM. As an experienced contractor, we have dozens of active contracts and few completed ones. A contractor’s Customer List (contracts) is a closely guarded secret and key to one’s competitive advantage in the market. For this reason, it is widely considered proprietary information. Since some bidders may have significantly more contracts that others, it seems unfair to require bidders to reveal all of their contracts – extensive exposure for some and minimal exposure for others. One bidder could have three contracts, while another could have thirty-three - or more. This creates an unfair advantage.
b. For this reason, we ask the Government to specify a finite number of contract references to which all bidders must send Notices and require bidders to specify the contract numbers with contact information for those references within their response submissions.
Response #6: Solicitation HDEC0820R0005 is unclassified. In accordance with the solicitation, FAR Clause 52.215-4509(d)(1) REFERENCE REQUIREMENTS: Provide a reference for each contract completed during the past three (3) years and each contract currently in process using the form provided at Attachment 6. References may include contracts entered into with the Federal Government, agencies of state and local governments, and commercial customers.
Additionally, consider all subfactors as outlined at FAR Clause 52.215-4508, but specifically the following as it pertains to relevant past performance:
Subfactor: Past Performance Elements: Similarity of Experience Quality of Service
Timeliness of Performance Business Relations
Question #7: Are we able to submit our Proposal to you electronically please?
Response #7: No. In accordance with the solicitation, please review 52.215-4509 PROPOSAL SUBMISSION
(FORMAT AND CONTENT) (APR 2004).
