About this file
This document is an Amendment (0001) to a solicitation for Chaplains Religious Enrichment Development Operation (CREDO) Southeast Facilitators. The amendment modifies the original solicitation by posting questions and answers from potential quoters and revising the financial letter requirements in Volume IV of the contractor responsibility section. The solicitation is a small business set-aside for professional services, currently performed by Full Armor Group INC under contract N6883622C0004 valued at $1,528,734.00.
Key details include a quote submission deadline of 26 March 2025, with quotes to be evaluated on technical capability, past performance, and price using a best value trade-off approach. Quoters must submit four volumes: Price (no page limit), Technical Capability (10-page limit), Past Performance (20-page limit), and Contractor Responsibility. Evaluation will require a financial letter from the quoter's financial institution demonstrating adequate resources to perform the contract. The contract will be awarded by the Navy Supply Systems Command, specifically NAVSUP FLC Jacksonville Contracts Division.

Basis of Evaluation-Commercial Products and Commercial Services IAW Evaluation Factors Required by FAR 13.106 The Government intends to award a firm fixed price, contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation that provides the best value to the Government, price and other factors considered. Quotes will be evaluated by performing a trade-off evaluation in accordance with FAR 13.106-2 to determine which response represents the “best value” as a whole.
Per FAR Subpart 13.106-1: This is to notify potential Quoters that the basis on which award will be made is a cumulative evaluation of technical capability and past performance, and then price. The Contracting Officer will use Best Value. This solicitation is not required to state the relative importance assigned to each evaluation factor and subfactor, nor are they required to include subfactors. The Government reserves the right to consider a response that quotes more than the minimum or is better and select that response if it provides a benefit to the Government. The Government has the discretion to accept other than the lowest priced Quoter that provides additional benefits.
Initially, the Government will evaluate Technical Capability. The Government will assign appropriate adjectival ratings (see Technical Capability table below). Quoters whose quotes do not represent an Acceptable Technical Capability rating shall be excluded from the competitive range without further consideration.
For all quotes found to have an Acceptable Technical Capability rating, a Past Performance evaluation will be performed. The Government will assign appropriate adjectival ratings in order from Substantial Confidence to No Confidence (see Performance Confidence Assessment table below). Quoters whose quotes do not represent at least a Neutral Confidence rating for Performance Confidence Assessment shall be excluded from the competitive range without further consideration.
If the Quoter with the most highly rated Past Performance Confidence Assessment also offers the quote with the lowest price, the quote will be determined to represent the best value to the Government and the evaluation process will stop. Award shall be made to that Quoter without further consideration for any other quotes.
If the Quoter with the most highly rated Past Performance Confidence Assessment does not offer the quote with the lowest price, the Contracting Officer shall make an integrated assessment best-value trade-off award decision from the quoters rated either “Satisfactory Confidence” or “Substantial Confidence” or better to determine the best value to the Government.
If no quotes are rated with a “Satisfactory Confidence” or “Substantial Confidence” Past Performance Confidence Assessment, the Contracting Officer shall make an integrated assessment best-value trade-off award decision from the quoters rated “Neutral Confidence” or better.
Technical Capability: The technical rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements. If the quoter is found to be technically “Unacceptable”, then the quoter will be removed from further consideration of the award.
Acceptable (A) The quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is low.
Unacceptable (U) The quote does not meet requirements of the solicitation and/or risk of unsuccessful performance is unacceptable. Quote is unawardable.
Past Performance - The past performance evaluation results in an assessment of the quoter’s probability of meeting the solicitation requirements. The past performance evaluation considers each quoter’s demonstrated recent and relevant record of performance in supplying services that meet the contract’s requirements as described in the Addendum to FAR 52.212-1. The recency and relevance of the information, source of the information, context of the data, and general trends in Contractor’s performance shall be considered. These are combined to establish one performance confidence assessment rating for each quoter. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. Submitted Past Performance project relevancy will be rated as either “relevant” or “not relevant”.
Rating Definition Relevant Present/past performance effort involved similar size, scope complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the size, scope and complexities this solicitation requires.
A review of all past performance, general trends, and usefulness of the information will be incorporated into an overall performance confidence assessment rating. The past performance confidence assessment rating is based on the quoter’s overall record of recency, relevancy and quality of performance and will be rated as stated below.
Performance Confidence Assessment Rating Description Substantial Confidence Based on the quoter’s recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort.
Satisfactory Confidence Based on the quoter’s recent/relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available, or the quoter’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The quoter may not be evaluated favorably or unfavorably on the factor of past performance.
No Confidence Based on the quoter’s recent/relevant performance record, the Government has no expectation that the quoter will be able to successfully perform the required effort.
In the case of quoters for which there is no information on past contract performance or where past contract performance is not available, the quoters may not be evaluated favorably or unfavorably on the factor of past contract performance. In this case, the quoter’s past performance is unknown and assigned a confidence rating of “neutral.” Past performance ratings of “Substantial Confidence” and “Satisfactory Confidence” hold more value than a “Neutral Confidence” rating and will be considered more favorably in the evaluation of past performance.
