REQUEST FOR QUOTE 1145PC22Q0049

This synopsis and Request for Quote (RFQ) 1145PC22Q0049 is being conducted in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This synopsis/solicitation is issued for commercial services in accordance with FAR Part 13—Simplified Acquisition Procedures. This RFQ will be a single award Firm Fixed Price (FFP) contract, and will be solicited as a full and open competition under NAICS code 611430.

The Peace Corps contemplates award of a single FFP contract with resulting from this RFQ. However, the Government is in no way obligated to make an award, nor to pay any costs incurred by the Contractor in preparing and submitting its quote.

1.1. SCOPE

The contractor shall provide a 1 year use license (with 4 Option Years) for a Sharable Content Object Reference Model (SCORM) compliant courseware covering Role Based Security Training for Privileged Users and update it at a minimum annually or more frequently if training requirements change. The course will be hosted on and accessed by Peace Corps personnel through Peace Corps’ Learning Management System (LMS) on-line training portal. The contractor is NOT responsible for providing the hosting platform of the training module, tracking staff required to take the training, or which staff have completed the training and when.

1.2. BACKGROUND

Office of the Chief Information Officer (OCIO) Security and Governance organization has a requirement to provide online Role Based Security Training for selected users. In order to comply with Federal Information Security Management Act (FISMA) requirements specified in NIST Special Publication 800-53 Revision 5 control AT-3 “Role-Based Training,” (https://nvlpubs.nist.gov/nistpubs/SpecialPublications/NIST.SP.800-53r5.pdf page 89). Peace Corps is responsible for providing security training to personnel with elevated or privileged access and responsibilities such as administrators and engineers.

1.3. OBJECTIVE

The objective is to have a current, SCORM compliant, Role Based Security Training for Privileged Users course accessible through the Peace Corps’ LMS for required users that meets or exceeds the FISMA requirements specified in NIST Special Publication 800-53 Revision 5 control AT-3 “Role-Based Training.”

1.4. TASKS

1.4.1. TRAINING COURSEWARE

The contractor shall develop and provide an annual use license for a SCORM compliant training course covering Role Based Security Training for Privileged Users. This course shall meet the following requirements:

• One training course for individuals with privileged access such as IT Administrators and Engineers

• Be a new course (not a modification of the existing course Peace Corps is currently running on

LMS)

• Delivered in English

• Incorporate interactive lessons with narration or video dynamic content

• Allow participants to track progress

• Allow participants to pause and pick back up at a saved location

• Take no longer than 1 hour to complete

• Be Peace Corps branded with the Peace Corps Logo, which Peace Corps will provide, with no branding from the vendor

• Have a knowledge check testing element

• Be available for up to 500 unique users

• Meet FISMA, NIST, Office of Personnel Management (OPM), Heath Insurance Portability and

Accountability Act (HIPPA), and Federal Risk and Authorization Management Program (FedRAMP) guidelines.

1.4.2. INITIAL IMPLEMENTATION AND SET-UP

The Contractor shall, coordinate with the Technical Point of Contact (TPOC) to determine and implement the necessary course configurations, customizations, and integration into the current Peace Corps LMS system.

The Contractor shall provide support resources during the implementation and soft launch of the training course. Support resources will be available to assist with support and maintenance of all functions within the training course.

Any customizations created for the Peace Corps are the property of the Government. The Peace Corps expects a soft-launch within thirty (30) days of contract award, and the course deployment within three (3) months of contract award.

1.4.3. ADDITIONAL CUSTOMIZATION

During any option period, the Peace Corps may identify areas of improvement or customizations to the course. The Contractor shall customize, reconfigure and modify the course. Peace Corps will provide the Contractor a detailed list of requirements and request a Firm Fix Price Quote based on the stated requirements including the labor category, rate, and hours. The Contracting Officer Representative (COR) will review the LOE for technical acceptability and work with the Contracting Officer (CO) to authorize the work, if approved. The Contractor shall perform the work and submit a Task Summary Report following solution implementation. The Task Summary Report shall consist of the tasks completed, issues encountered, and resolutions. The report shall be provided to the COR in a format and forum approved by the COR.

Any customizations created for the Peace Corps are the property of the Government.

1.5. DELIVERY:

The vendor shall deliver all software as detailed in Section 1 of this delivery order as follows:

1.6. TECHNICAL ACCEPTANCE CRITERIA:

• The delivered training course for individuals with privileged access shall be SCORM compliant and run on Peace Corps LMS

• The delivered training course shall be a new course (not a modification of the existing course Peace Corps is currently running on LMS)

• The delivered training course shall be in English

• The delivered training course shall incorporate interactive lessons with narration or video dynamic content

• The delivered training course shall allow participants to track progress, allow participants to pause and pick back up at a saved location

• The delivered training course shall take no longer than 1 hour to complete

• The delivered training course shall be Peace Corps branded with the Peace Corps Logo which Peace Corps will provide with no branding from the vendor

• The delivered training course shall have a knowledge check testing element

• The delivered training course shall be able to accommodate up to 500 unique users

• The delivered training course shall meet the requirements of FISMA NIST Special

Publication 800-53 Revision 5 control AT-3 “Role-Based Training.”

Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by P.L.

105-220 under Title IV (Rehabilitation Act Amendments of 1998) all Electronic and Information Technology (EIT) developed, procured, maintained and/or used under this contract shall be in compliance with the “Electronic and Information Technology Accessibility Standards” set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the “Access Board”) in 36 CFR Part 1194. 1.9. PERIOD OF PERFORMANCE

The anticipated period of performance will consist of one 12-month base year, and four 12-month option years effective as of the date of award or as otherwise specified at the time of award.

2. SECTION 2 – CONTRACT ADMINISTRATION

2.1 CONTRACT MANAGEMENT

2.2 CONTRACTING OFFICER’S AUTHORITY

The Contracting Officer (CO) is the only person authorized to make or approve any changes to any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.

2.3 INTERPRETATIONS OF MODIFICATIONS

No oral or written statement of any person and no written statement of anyone other than the CO shall modify or otherwise affect the terms and conditions of this contract. Requests for interpretations, modifications or changes must be made in writing to the CO. The technical point of contact/Contracting Officer’s Representative can only respond to technical matters that do not result in a change of scope to this contract.

2.4 INSPECTION & ACCEPTANCE

Inspection and acceptance will be at destination in accordance with FAR clause 52.212-4(a). In accordance with FAR 52.212-4(a), the Government has the right either to reject or to require correction of nonconforming supplies. Supplies are nonconforming when they are defective in material or workmanship or are otherwise not in conformity with contract requirements. The Government may reject nonconforming supplies with or without disposition instructions.

2.5 INVOICE INSTRUCTIONS (APR 2021)

2.5.1 Minimum requirements for a PROPER INVOICE:

• Complete contract number, including task/delivery/call order number (if applicable);

• Name and address of the Contractor;

• Invoice date and invoice number;

• Description of supplies/products/services provided;

• Quantity of services/supplies provide;

• Period of performance covered by the invoice;

• Unit of issue, as specified in the Contract Line Item Number (CLIN), and/or Schedule of services;

• Unit price and extended total, for each CLIN;

• Invoice total;

• Shipping and payment terms, (as applicable);

• Electronic funds transfer (EFT) account/payment information;

• Signature of the Contractor's authorized representative;

• Contractor's Tax Identification Number (TIN); and

• Any other contract-directed requirements.

In the event that an invoice is “improperly” submitted (e.g. incorrect contract/order number, invoice amount, labor categories, contract rates, CLINs, etc.) it will be rejected as an improper invoice and returned to the contractor. Also, an invoice is considered improper if it is received before the product or service is received, inspected and accepted by the COR.

2.5.2 Invoice delivery and formatting

• Invoices shall be in PDF format and forwarded via email to GAPdomesticinvoice@peacecorps.gov with a copy to the Contracting Officer’s Representative (COR) and/or Technical Point of Contact (TPOC);

• A separate attachment for each invoice is required;

• The invoice size should be standard 8.5’x11’;

• The representative signing the invoice must also print his/her name, direct phone number and email address on the invoice;

• Bill only for one delivery order per invoice;

• Bill for only one option period per invoice;

• Never bill in excess of the contract obligated amount ; and

• Do not bill for state and local taxes unless authorized by law, policy or the CO.

2.5.3 Invoice Certification

Upon receipt of the invoices, the COR and/or TPOC will evaluate the invoices for correctness and appropriateness of the charges and will ensure that chargeable items appearing on the invoices have been received, inspected, and accepted by the Peace Corps. In the event that the Peace Corps discovers any discrepancies in the invoice, the COR and/or TPOC will notify the Contracting Officer (CO) and the Contracting Officer and COR and/or TPOC will, in addition to following the requirements of the Prompt Payment Act, take steps necessary to resolve the discrepancies with the Contractor.

2.5.4 Invoice Payment

For the purposes of this subsection, “invoice payment” is a Government disbursement of moneys to the Contractor under this contract for products and/or services which are received, inspected, and accepted by the Government. Invoices are payable in accordance with the requirements of the Prompt Payment Act. Payment will be considered as being made on the day of the electronic funds transfer is made. The failure to properly submit invoices may result in a delay in payment.

2.5.4.1 Applicable to time and material and labor hour contracts The following backup information is required as an attachment to the invoice as shown by category of cost:

(1) Direct Labor - Identify the number of hours (by contractor labor category and total) and the total direct labor hours billed for the period of the invoice.

(2) Subcontracts - Identify the major cost elements for each subcontract.

(3) Other Direct Costs - When the cost for an individual cost (e.g., photocopying, material and supplies, telephone usage) exceeds $1,000 per the invoice period, provide a detailed explanation for that cost category.

(4) Indirect Cost Rates - Identify by cost center, the indirect cost rate, the period, and the cost base to which it is applied.

(5) Contractor Acquired Equipment - Identify by item the quantities, unit prices, and total dollars billed.

(6) Contractor Acquired Software - Identify by item the quantities, unit prices, and total dollars billed.

(7) Travel - When travel costs exceed $2,000 per invoice period, identify by trip, the number of travelers, the duration of travel, the point of origin, destination, purpose of trip, transportation by unit price, per diem rates on daily basis and total dollars billed. Detailed reporting is not required for local travel.

Any costs requiring advance consent by the Contracting Officer will be considered improper and will be disallowed, if claimed prior to receipt of Contracting Officer consent.

2.5.5 Withholding of Contract Payments

Notwithstanding any other payment provision of this contract, failure of the Contractor to submit required reports when due, or failure to perform or deliver required services/supplies may result in the withholding of payments under this contract. Payments may be withheld unless such failure arises out of circumstances beyond the Contractor’s control and without fault or negligence on the part of the Contractor, as provided for in the relevant contract clauses. The Peace Corps will promptly notify the Contractor of its intention to withhold payment of any voucher or invoice in full; however, if only a portion(s) of the invoice are being withheld, then the voucher may be processed without notification to the Contractor to prevent delay in payment.

2.5.6 Final Invoice

The Contractor’s final invoice submitted under the contract must be marked as follows: ″THIS

INVOICE CONSTITUTES THE FINAL INVOICE – UPON PAYMENT OF THIS INVOICE NO

OTHER MONIES ARE DUE UNDER CONTRACT NUMBER (to be assigned upon contract mailto:Disbursing@peacecorps.gov award). Upon receipt of final payment, the contractor agrees to complete a “Release of Liability” within 10 days from date “Release of Liability” is received from the CO.

2.6.3 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days of period of performance ending date.

2.6.4 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 10 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years).

2.6.5 52.227-14 RIGHTS IN DATA – GENERAL (MAY 2014)

The definition of “unlimited rights” is contained in Federal Acquisition Regulation (FAR) 27.401, “Definitions.” FAR clause 52.227-14 “Rights in Data-General” (May 2014), is hereby incorporated by reference and made a part of this contract.

Government Furnished Data and Materials. The Peace Corps shall retain all rights and privileges, including those of patent and copyright, to all Government furnished data.
