RFQ No. FDA-20-SOL-1224312 Executive On-Line Training
1.Does the project represent a continuation of a past or current effort by the FDA, or is this a new initiative? If the FDA has used a similar process in the past, what parts does it wish to retain, and which parts does it wish to improve or discard?The government intends to retain all items of the program described in the solicitation/Statement of Work. Similar training programs have been utilized by the FDA.
2.Do you have a current or past vendor who provides similar services to those described in the RFP? If yes, what advantage, if any, would such a vendor have in competing for the current project?Yes. This is a full and open solicitation for the services stated in the Statement of Work with no advantage provided.
What is your budget or budget range or how much have you spent on similar work in the past?The government does not disclose the budget for its acquisitions. Please prepare your quote for services that is in line with your technical quote.
4.What is your estimate of the number of individuals who would be served by the project? What are their titles? Are you anticipating individual services, group services, or a mixture of both?The government plans to support training for up to 15 individuals per course. Participants get to select the courses that they want to participate in. We anticipate individual services.
5.In the past, has the FDA used similar consultation services? What were the situations? What was most and least useful about the experiences?Yes. The service provided online business school courses to employees by colleges and universities that resulted in a certificate from accredited colleges or universities.
6.If the project is an extension or continuation of a past or current effort, we would like to request print or electronically-based information that describes those efforts and their outcomes including their proposal and budget.The government is not extending or continuing this work and this training is not currently in place.
7.Is the proposed project based on similar programs that have been developed elsewhere or used by other organizations? If yes, could you please provide 1) contact information for two or three such programs or 2) references to literature or published reports that we might consult.We are not aware of other programs for similar on-line training programs and cannot provide this type of information.
8.Why is the FDA choosing to outsource this project rather than staffing it internally?FDA does not have the staff to provide training courses to FDA employees.
9.Will answers to questions from all potential vendors be shared among them?Yes.
10.Will we be able to learn who the other bidders are (this is mandated in many areas of government)?The names of other vendors are not disclosed by the government.
11.Are there other organizations similar to you who might be doing similar things and needing similar vendors?We have no knowledge of other organization's needs.
12.In our proposal may we include references and hyperlinks to electronic resources, e.g, to web pages?Yes, but please read the entire solicitation and carefully review the guidance for submitting a proposal provided with the solicitation. Please use the instructions and evaluation criteria provided to respond in your technical and business quote.
13. Section 1.1 (pp 3-4): where does this list of programs come from? Are they all from a single provider, and are participants already enrolled in these programs? If so, how long have they been running, and what schedule do they run on? Do participants take these courses one at a time or concurrently? Are they expected to complete them all, or only some of them?Section 3.1 (pp 4)The courses are offered though accredited business programs. We have no participants currently enrolled in these programs. Participants are allowed to enroll in one at a time. They are expected to complete only programs they choose. There is no requirement to take all programs.
14. Section 1.1 (p 4): is the total population for this project the 42 staff members who have already completed some coursework plus the 43 additional staff members (so a total of 85)?(Section 1.1 p 4)

To date, 42 OPQ staff members have successfully completed one or more of the above-mentioned programs. Additionally, 43 OPQ staff members have been approved for future training. We anticipate up to 25 staff per year.

15. Section 3.1 task 1 (p 4): Is the Contractor expected to offer these courses directly, or does the Contractor curate a selection of courses offered at various institutions? Will a single Contractor administer this entire project, or will there be multiple providers working together?Section 3.1 (p4) The Contractor shall provide access to and deliver online executive development training through a variety of accredited business school programs. A single contractor should be able to administer this access for the project.
16. Section 3.1 task 1 (p 5): is the schedule of orientation/kickoff sessions already set? What are the current guidelines for virtual sessions?Section 5 (p 6) The Contractor shall schedule the kick off meeting within 5 days after award. Orientation will occur at the start of each cohort. Section 3.1 (p 5) . The orientation/kickoff shall provide FDA staff with information about the executive development program, as well as provide a forum to answer FDA questions about the online executive development program. The orientation/kickoff shall be held at FDA, 10903 New Hampshire Avenue, Silver Spring, MD 20993. This could potential be hosted online if needed to adhere to social distancing guidelines.
17. Section 3.1 task 1 deliverables (p. 6), point 5: what are the criteria for assessment?Secton 1.2 (p 4) The Government expects to achieve the following upon successful contract award and performance:
•Fully implemented online certificate-based leadership development and senior learning programs available to OPQ staff.
Section 7.1 (period of performance, p. 8): will participants begin enrolling in classes on 3 August? When are they expected to begin?Section 5 (p 6) The Contractor will establish business school program online training schedule and curriculum schedule at the kick off meeting within 5 days after award.
18. General: Is there a current incumbent, and if so, is that company concluding the base year, or years 1, 2?The government has no existing contract in place.
19. Is this a new contract for the training? If not, can you please provide the name of the incumbent?Yes, this is a new contract for the training.
20. If so, when was the last time this work was done and what vendor (or vendors) were contracted for the effort?Exec Online provided online business school courses to employees by colleges and universities that resulted in a certificate from accredited colleges or universities in 2018-2019.
21. How will you measure the success of the program?Section 1.2 (p 4) The Government expects to achieve the following upon successful contract award and performance: Fully implemented online certificate-based leadership development and senior learning programs available to OPQ staff.
22. Are there dates in mind for when the training will be held?Section 5 (p 6) The Contractor will establish business school program online training schedule and curriculum schedule at the kick off meeting within 5 days after award.
23. What is the number of expected classes?Section 1.1 (p 3) OPQ anticipates providing its staff with access to the following 3-week and 6-week business school programs:

24. We have done this class many times for other clients and our materials cover exactly the same material but in a slightly different order. Would that be acceptable?Yes, a different order for courses would be acceptable.
25. Would you provide a "producer" for the virtual training or are you expecting us to provide a resource to serve in this role?Section 6.1 (p 7) The key personnel specified in this order are essential to work performance. Pursuant to Department of Health and Human Services Acquisition Regulations (HHSAR) Clause 352.237-75, Key Personnel, the Key personnel for this order are identified below. A Virtual training platform shall be provided and managed by the contractor's key personnel.
26. What are your expectations regarding materials for virtual training? Would we provide one digital version of the materials for you to distribute to participants or are you expecting us to send a hard copy of materials to someone, who will distribute to participants?Section 3.1 (p 6) The training should be administered completely online as stated in the Statement of Work and Solicitation. Each/every participant should receive his/her materials digitally. One digital version of materials cannot be distributed. The vendor should ensure each individual participant receives materials via an online learning platform.
27. Can we provide suggestions for follow-up activities to reinforce the training?Section 1.1 (p 3)Please only provide courses identified in the Statement of Work.

36. What is the possibility that FDA will change this procurement to a best value evaluation and award?Lowest Cost Technically Acceptable is included as the basis for award under Section 13.2.
37. What is the budget for this initiative?The government does not disclose the budget for its acquisitions. Please prepare your quote for services that is in line with your technical quote.
38. Are you expecting that you will have a University provide these services or are you open to a company providing these services?The services are to be provided by any vendor source that can provide the services.
