The Bureau of Reclamation, Upper Colorado Basin, is seeking services to complete the design and construction of river realignment in the Lower San Acacia Reach of the Middle Rio Grande. The work is located between the Bosque del Apache (BdA) National Wildlife Refuge and Elephant Butte Reservoir, from approximately River Mile (RM) 74 to RM 59.5. Based upon responses to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237990 – Other Heavy & Civil Engineering Construction and the related small business size standard is $45.0 million. Product Service Code (PSC) is Y1KZ – Construction of Other Conservation & Development Facilities. This notice is not a request for proposals/quotations and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. All interested sources must respond to future solicitation announcements separately from responses to the sources sought notice.

Background

The Bureau of Reclamation was created in 1902 to develop water projects that would store and transport water to the arid lands of the Western United States. The Bureau now spans 17 western states, divided into 5 regions. Within the Upper Colorado Region, the Albuquerque Area Office (AAO) is one of the largest in Reclamation, reaching from the Alamosa area of southern Colorado through most of New Mexico and into west Texas. The AAO manages water delivery on the Rio Grande, Rio Chama, and Pecos rivers.

Work is located within the Rio Grande valley, on the east side of I-25, approximately 30 miles south of Socorro, New Mexico in Socorro County. Project reach is between the Bosque del Apache (BdA) National Wildlife Refuge and Elephant Butte Reservoir, from approximately River Mile (RM) 74 to RM 59.5 (see Figure 1). The project reach is divided into two segments by the existing Burlington Northern and Santa Fe (BNSF) railroad bridge crossing located at approximately RM 68.6.

Objective/Description of Work

The Bureau of Reclamation intends to award a Design‑Build contract for the design and construction of river realignment within the Lower San Acacia Reach of the Middle Rio Grande, extending from River Mile 74 to River Mile 59.5, between the Bosque del Apache National Wildlife Refuge and Elephant Butte Reservoir. The overall project corridor consists of two segments: (1) the Lower (Southern) Segment, located downstream of the railroad bridge and approximately 8 miles in length, which will be designed and constructed under this contract; and (2) the Upper (Northern) Segment, located upstream of the railroad bridge and approximately 7 miles in length, which will be completed under a separate future contract. The estimated value range for the Lower (Southern) Segment is more than $10 million dollars.

Reclamation will complete a 30% design, numerical hydraulic and sediment modeling, and supporting technical reports. Additional information will be provided at Solicitation or after contract award. The selected contractor will be responsible for advancing the design to 100% and performing all construction and post‑construction services.

The work includes, but is not limited to:

· Final design and engineering for river realignment (Lower Segment)

· Construction of a new river channel alignment (~15 miles)

· Major earthwork, excavation, cut/fill, grading, and channel shaping

· Temporary and permanent access roads

· Connection, disconnection, or abandonment of existing infrastructure including the Rio Grande, the Low Flow Conveyance Channel (LFCC), and the Elmendorf Drain

· Installation of riprap, erosion protection, and a flow control structure

· Water diversion and management during construction

· Environmental and cultural compliance support, permitting, and monitoring

· Vegetation restoration, seeding, live plantings, and 36‑month revegetation monitoring

· Post‑construction acceptance testing, as‑built documentation, and training for Reclamation staff

The LSARI project supports Reclamation’s goals to:

· Improve conveyance and water delivery to Elephant Butte Reservoir

· Enhance sediment management and channel stability

· Increase floodplain inundation and reduce river drying

· Support ecosystem and endangered species habitat in the Middle Rio Grande corridor

All work must maintain uninterrupted water delivery through the Rio Grande and LFCC during construction.

This notice is a tool to identify small businesses that have both the technical expertise and bonding capability to accomplish the work required for the LSARI Project Design-Build and is for informational purposes only. Information obtained through this notice may be used to determine the potential for issuing a future solicitation for this project as a total small business set-aside, and to provide input for the Government’s overall acquisition strategy. No reimbursement will be made for any costs associated with providing information in response to this notice.
