About this file
This Invitation to Bid (ITB) 1237, issued by the Idaho Transportation Department's Division of Motor Vehicles on March 2026 and amended April 27, 2026, seeks qualified printing vendors to produce three standardized DMV forms: the Secure Power of Attorney Form (ITD Form 3582), Secure Reassignment/Disclosure Form (ITD Form 3584), and Application for Report of Sale and Application for Certificate of Title Form (ITD Form 0502). The forms will be ordered on an as-needed basis with minimum order quantities specified for each form type (192 cases for Forms 3582 and 0502; 48 cases for Form 3584). Bids must be submitted electronically via IPRO Powered by LUMA, with the question deadline and bid closing date specified in the IPRO system header. The public bid opening will be held at 10:30 a.m. Mountain Time the next business day following the closing date, conducted virtually via Microsoft Teams. The initial contract term is one year, renewable for four additional one-year periods for a maximum total term of five years with an anticipated maximum spend of $500,000 across all contract years. Delivery must occur within thirty days after receipt of order to the ITD Central Supply Warehouse in Boise, FOB Destination, freight prepaid.
Award will be made to the responsive and responsible bidder offering the lowest total cost as submitted on the bid schedule. The ITB specifications detail precise requirements for paper weight and type, security features including pantographic void patterns and erasure-sensitive inks, color specifications for each form part, sequential numbering formats, packaging requirements with clear plastic wrapping and pallet stacking, and acceptable overrun tolerances not to exceed 10 percent. Pricing must remain firm for one year from the contract's effective date, with price adjustments thereafter limited to documented industry-wide increases, subject to state approval with 90 days' notice. Idaho Code sections 60-101 and 60-103 establish a printing preference for in-state vendors; out-of-state bids will have 10 percent added for evaluation purposes only. Contractors must provide certificates of insurance within five days of award notification and maintain records for three years after contract termination. No administrative fee applies to the resulting contract, and no subcontractors are permitted without prior written ITD approval. The administrative fee specified in the State's Standard Contract Terms and Conditions will not apply to this contract.
