About this file

This document is a Statement of Work (SOW) for the construction of a metal building to be used as a fish rearing barn at the Dale Hollow National Fish Hatchery in Tennessee. The project involves replacing a temporary shed with a new 4,000 square foot metal building that meets specified wind rating, insulation, and other requirements. The SOW outlines core building specifications, general appearance preferences, and optional customization features that will be considered in the value-based bid selection process. The related federal contract opportunity is a solicitation (Solicitation Number 140FC124Q0023) issued by the U.S. Department of the Interior Fish and Wildlife Service for this building construction project, with a preferred target completion date by November 2024.

STATEMENT OF WORK

Fish warehouse/barn construction

VALUE BASED BID SELECTION

Dale Hollow National Fish Hatchery

7-1-2024

1. GENERAL: Dale Hollow National Fish Hatchery provides aquatic/biological mitigation of Tennessee Valley Authority and U.S. Army Corps of Engineers water development projects in the Southeast and supports USFWS national conservation efforts for threatened/endangered/at-risk species. The hatchery is currently working rearing Fundulus julisia (Barrens Topminnows) in a 24x30 prefab metal shed separated from the primary hatchery facility by a short drive. The Barrens topminnow recovery efforts have grown and the best way to continue to advance the effort is to replace the temporary shed with a similar shed located as close as reasonable to the primary rearing areas of the hatchery.

BACKGROUND: Dale Hollow National Fish Hatchery and Tennessee Ecological Services Field Office is requesting a metal building with installation with best value selection criteria. We have a fixed budget with core building components and optional additions that are cost dependent. This project involves multiple agencies and stations that will meet to review bid proposals and make selections based on core building cost and collaborative optional feature selection determinations contingent on funding.

2. SCOPE: Erect a building with the following criteria:

I. Core specifications:

1. Build quality: Permits are not required for this construction, but the building must be built to meet TN minimal codes of 90mph gust wind speed with selection consideration given to higher wind ratings like 130mph.

2. Enclosed building with metal siding/roof and post frame construction

3. Concrete slab 4” with rebar/wire reinforcement, please provide psi rating/footing/turn-down information.

4. Dimension targets

• 4,000 square feet is a primary goal for this project with consideration for value and cost.

- Target Width 50ft (40’ min)

- Target Length 80 ft

• Target Height 16 ft at the eaves

5. Insulation: preference given for type and R-value

• (R9+)

6. Windows: Rearing endangered species will require some natural light.

• Operable windows

• Target 1 window per 10’ of open wall (lengthwise)

• Please include a base bid of 16 windows at 3’ square or larger

7. Three walk-in doors with windows (36” width)

8. Two garage doors

• Minimum: 12x14 insulated

II. General appearance specs

1. Colors (themed to blend in with hatchery beauty)

• Forest green wainscoting

• Brown wall color

• Forest green roof

• Forest green trim

III. Customization cost: Customization is not required but adds value to bid selection criteria. The most important determination is meeting target specifications and overall price. If customization is available with the winning bidder, final building form selection may be determined cooperatively between the contractor and the station with contracting officer approval. Options may be included as separate line items or as part of a packet pricing quote with listed available features.

1. Potential Customizable Features include (please include feature price per unit or sq ft, if available):

• Windows.

- Value consideration is available for the pricing to add 6 translucent roof half-panels

- Value consideration is given for pricing to add 6 additional windows.

(i) Value configuration: 3 windows on each 50’ end, 8 windows per 80’ wall

• Increased insulation

- Highest selection consideration for insulation is given for cost effective partial insulation, but some selection consideration to the optional pricing to provide higher R-value and insulation quality specifically for a metal building.

(i) Ideally in the R-value option pricing for R15+ range)

• Metal vs wood framing

- Value consideration given for the option cost to use of metal instead of wood and heavier instead of lighter structural metal.

• Site Preparation and Site Work: Techniques and strategies can vary between different companies; however, value consideration is given for providing the following specifications/conditions:

- Hatchery management will determine the location for the building perimeter.

- Strip and removal of 4 inches of topsoil in all areas plus a 10’ offset around the perimeter of the building.

- The perimeter of the building will be leveled within 2 inches with an additional 3-foot offset around the entire perimeter.

- There will be 10 feet offset sloping away from the perimeter of the building with a maximum slope of 3-inch per foot in all areas necessary.

- A swale will be cut 10 feet from the perimeter of the building on all sides necessary with a maximum of a 3-inch per foot slope blending into the existing grade on the uphill areas side of the swale.

- All disturbed areas will be straw and seeded when the site work is complete.

- Site and building area will be compacted within 4” to 6” lifts.

• Slab rough-in

- Drain lines

(i) Drain Option 1. Value consideration is given to price the facilitation and level of assistance with creating 3 recessed floor drains extending down the middle and 15” off centerline along the length of the building for drainage.

(ii) Drain Option 2. Value consideration is available for the pricing of the option to facilitate installation of hatchery provided 4” drain lines that will connect to floor drains in 3 straight lines through the slab.

- Potable water conduit

(i) Pricing to provide 3” supply conduit to allow for potable water and power entry into the building.

• Gutters

- Pricing to add gutters is a value-add consideration factor.

2. A summary sheet with customization selections must be agreed to and signed at bid award.
