About this file
This document is a Question & Answer (Q&A) Amendment for a Mobile Manipulator System solicitation from the National Institute of Standards and Technology (NIST), with solicitation number AMDTCRQ2501464-2. The Q&A clarifies key technical requirements for a robotic system, including: (1) an omnidirectional mobile base with 6-degree of freedom (6DF) robotic manipulator capabilities, specifically excluding tracked crawlers; (2) navigation sensors including 360-degree 2D LiDAR, RGB-D sensor, and IMU for indoor and outdoor environments; and (3) payload manipulation specifications requiring the arm to handle 12kg loads, with specific requirements for picking up, stowing, driving, and releasing payloads at a 1.2m reach.
The solicitation is structured as a Request for Quotation (RFQ) using a Lowest Price Technically Acceptable (LPTA) evaluation method, with delivery expected within 16 weeks after receipt of order. The procurement is unrestricted, targeting the Analytical Laboratory Instrument Manufacturing sector (NAICS code 334516), and inviting both large and small businesses to submit quotations. Responses must be electronically submitted to hunter.tjugum@nist.gov, with all offerors required to have active registration in the System for Award Management (SAM) and include comprehensive technical and pricing details demonstrating capability to meet the mobile manipulator system's specific technical requirements.

Question & Answer (Q&A) Amendment 0001 Mobile Manipulator System
Solicitation No. AMDTCRQ2501464-2
1. Question: Can NIST clarify what is meant by the Specification for “Omnidirectional Kinematics?” Is this specific to the motion of the mobile base or the robotic manipulator? Is a system with a tracked crawler with treads, as opposed to omni-wheels, acceptable?
Answer: This is a requirement for omnidirectional driving capability for the mobile base. The requirement for the robotic manipulator is 6DF (6 rotating joints). A tracked crawler is not acceptable. The Requirements document is revised to reflect this additional detail.
2. Question: If GPS is requested for outdoor tests, what is the requested method/sensor for autonomy for indoor? LIDAR? Vision? etc...
Answer: 360-degree 2D LiDAR is required for navigation, RGB-D sensor is required for supporting navigation and safety, and IMU is required to control navigation.
The Requirements document is revised to reflect this additional detail.
3. Question: Does the arm need to be able to manipulate payloads of 12kg? Can you offer some details of the working envelope? In other words, would it need to carry 12kg payloads at the reach of 1.2m?
Answer:
Yes, the arm needs to be able to manipulate payloads of 12kg.
The robot is required to be able to inspect at a reach of 1200mm, pick up a load up to 12kg, stow the load for driving, drive while holding the load, dock, unstow, and release the payload at the reach of 1200mm.
No, the manipulator does not need to drive and carry 12kg payloads at a reach of 1200mm.
The Requirements document is revised to reflect this additional detail.
