STATEMENT OF WORK
Title: Removal of ASR Concrete Block Specimens Requesting Lab: Engineering Laboratory
I. BACKGROUND INFORMATION
The Materials and Structural Systems Division in the NIST Engineering Laboratory (EL) promotes the innovation and research of building materials and construction technology. In prior years, NIST constructed four large reinforced concrete block specimens located in the Engineering Lab’s large Environmental Chamber for experiments on the effects of Alkali-Silica Reactions (ASR) on mechanical properties of concrete. The experiments have been completed and NIST now requires contractor services to remove the concrete block specimens. The scope of work outlined in this statement of work involves demolishing and removing four (4) reinforced concrete specimens from the EL’s Environmental Chamber located on the NIST Gaithersburg campus.
Purpose/Objective: The purpose of this acquisition is to obtain contractor services to demolish and remove four reinforced concrete specimens from the Environmental Chamber located on the NIST campus in Gaithersburg, MD. (Bldg. 226/A140).
II. SCOPE OF WORK
The contractor shall schedule, arrange for, and manage the safe demolition and removal of the four reinforced concrete block specimens currently in the Environmental Chamber.
III. GENERAL REQUIREMENTS:
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the following technical requirements.
The contractor shall make arrangements for the concrete demolition and removal to be executed during the weekend in order to avoid disruption of business activities at NIST during normal business working days from Monday through Friday. The Contractor is responsible for providing appropriate Personal Protective Equipment (PPE). NIST staff shall be available to oversee the demolition and removal of the specimens by the contractor
Specifically, the contractor shall perform the following scope of work:
a. Task 1 – Demolition The contractor shall set up any necessary platform for working on top of the specimens and provide cutting equipment and personnel PPE to cut the four specimens into chunks that can safely be managed for removal from the Environmental Chamber, either by hand or other portable lifting devices provided by the Contractor .
The size dimensions of each concrete specimen are 4’ × 6’ × 16’ each and the specimens weigh approximately 58,000 lbs. each for a total combined weight of 230,400 lbs.
a. Task 2 – Debris Removal
i. The contractor shall provide equipment to remove all debris from the four block specimens and transport it from NIST.
ii. Contactor shall perform general cleaning of the environmental chamber of residual concrete dust and other debris before transporting the concrete debris offsite. The Contractor is responsible for debris disposal.
I. SAFETY PLAN REQUIREMENTS
At least 2 days before performing work, the contractor shall provide a health and safety plan for the work to be performed. The plan shall include safety controls, PPE required for each task, what training has been provided to employees, an emergency response plan, and health and safety recordkeeping processes. The health and safety plan shall also address COVID-19 safety. The plan shall be submitted electronically via email.
Contractor shall hold at least one million dollars ($1,000,000) of liability insurance to cover damages made to NIST owned facilities, property, and equipment during the performance period of this contract.
II. PLACE OF PERFORMANCE
National Institute of Standards and Technology (NIST) 100 Bureau Drive Building 216, Room A140 Gaithersburg, MD 20899-1640
IV. GOVERNMENT FURNISHED PROPERTY
All property, data and information provided by the Government in the performance of this task remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement. Likewise, all deliverables generated under this requirement remain the property of the Government.
The Government will provide access to a hose bib for water supply to use with a diamond blade cutting saw.
V. Period of Performance The work shall be completed within two days on thethree (3) weekends and NIST estimates it will require approximately 260 hours to be completed. The Period of Performance shall be effective for two (2) months beginning on from September the effective Date of Award through October 2022 with the specific date(s) of work to be mutually agreed upon between the contractor and NIST on the same day or days that the debris and removal of the concrete specimens is to be performed. The Contractor shall coordinate the performance of services for a period of time with the NIST Technical Point of Contact (TPOC) prior to performance.
Work shall be performed on a date and time not to interfere with normal working days at NIST that occur between Mondays and Fridays.
VI. ACCEPTANCE/INSPECTION
The Government will verify the demolition and removal of all four concrete specimens has been completed and will ensure that all requirements identified in this Statement of Work have been properly executed prior to acceptance and final payment. NIST will inspect the removal of the specimens within seven (7) business days after completion to ensure that the services conform to the requirements identified in this Statement of Work. If all requirements are met, and the concrete specimens and remaining debris have been safely removed, the service shall be accepted. The Contractor has the right, at its expense, to be present during the inspection. The place of inspection and acceptance shall be conducted in Building 226, Rm. A140.
VII. DELIVERABLES
Task 1: Demolish all four concrete specimens.
Task 2: Remove all debris from the four concrete specimens, including clean up.
VIII. OTHER CONSIDERATIONS:
SITE ACCESS AND SECURITY REQUIREMENTS
NIST is a Federal facility and access is controlled at all entrances to the campus. Only Government employees may grant access to non-Government employees. All non-Government employees must be registered with security prior to site access. Non-Government employees, including those with Visitor Passes (Yellow Badges), must be escorted by Government employees at all times. The Contractor shall notify the COR a minimum of 48 hours prior to site access. Contractor shall provide COR with first and last names, country of citizenship, and whether the individual has a permanent resident card, (a.k.a. Green Card), of all personnel requiring site access. If any individuals are here on a work visa, they must complete a NIST 1260 form and return to the COR.
Please refer to the following web site for additional Visitor Information: http://www.nist.gov/public_affairs/visitor/ Automobile & Personnel Access:
Contractor personnel arriving in cars on their first day must check in at the visitor center to receive a temporary paper badge prior to proceeding to the project site. Hours of operation of the visitor center are 6:00 AM to 5:00 PM EST. Once in possession of a valid NIST badge, workers may enter via the Main Gate and proceed to the project site. Note that all automobiles are subject to a random inspection.
