About this file

This document is a Statement of Work for the onsite coating of a 2.5m integrating sphere owned by the National Institute of Standards and Technology (NIST). The scope of work includes the contractor providing all labor, materials, and equipment to apply a white barium sulfate coating to the internal surface of the sphere located at the NIST facility in Gaithersburg, MD. The coating must meet specific performance requirements for reflectance, uniformity, and fluorescence. The work is required to be completed within 60 days after receipt of the order. NIST intends to award this work to the sole source provider, GIGAHERTZ-OPTIK, INC., as they are the only vendor identified through market research that can meet the requirements.

The related federal contract opportunity is a sources sought notice and notice of intent to sole source for the onsite coating of the NIST 2.5m sphere. NIST has determined that GIGAHERTZ-OPTIK, INC. is the only vendor capable of providing the required coating services with the proprietary barium sulfate material and performance specifications. NIST is posting this notice to identify any potential alternate sources, however if none are found, they intend to award a sole source contract to GIGAHERTZ-OPTIK, INC.

STATEMENT OF WORK

Onsite coating of NIST 2.5m sphere

I. BACKGROUND:

NIST uses a 2.5 m integrating sphere to realize total luminous flux scale and provide related calibration services to customers. The sphere is coated with diffuse reflectance material - barium sulfate, which requires periodical re-coating to ensure calibration quality. Details of the calibration facility are described in the NIST Special Publication 250-95 “Photometric Calibrations,” https://doi.org/10.6028/NIST.SP.250-95, and in the paper “Detector-based integrating sphere photometry,” Proceeding of the CIE 24th Session, June 24-30, 1999, Warsaw, Poland, 155-160. The 2.5 m integrating sphere is shown below.

II. SCOPE OF WORK

The scope of work for this order is a service contract for NIST coating the NIST owned 2.5 m integrating sphere. The vendor is to provide all labor, materials, and equipment at the NIST facility in Gaithersburg, MD.

III. SPECIFIC TASKS:

Contract Line Item Number (CLIN) 0001: The Contractor shall perform the following coating service for the 2.5 integrating sphere in Table 1:

1. Apply white coating on the internal surface of the 2.5 m integrating sphere in NIST Building 220, Room B311, Gaithersburg, MD. The coating material shall be barium sulfate, which is the inorganic compound with the chemical formula BaSO₄. The coating shall be sprayed on the sphere wall many times so that the coating is sufficiently thick (i.e., negligible light penetrates to sphere’s ABS substrate to ensure uniform reflectance over entire sphere surface. The coated sphere surface shall be smooth, especially at the hot spot region (see the attached paper). The reflectance of the coating shall be 90 % and nonuniformity of the reflectance at the hot spot region shall not be greater than 0.1 %. The fluorescence of the coating shall be negligible so that the sphere fluorescence error when measuring 450 nm blue LEDs for total luminous flux is less than 0.05 %.

CLIN 0002: The Contractor shall travel to NIST Gaithersburg Campus to complete this coating service.

Travel expenses under this CLIN shall include (transportation, lodging, and meals) pricing only and shall be billed in accordance with FTR rates for Montgomery County, MD listed at http://www.gsa.gov/portal/category/100120 IV. DELIVERABLES and DELIVERABLE DUE DATES:

All NIST property numbers listed in Table 1.
Coating services for the 2.5 m integrating sphere shall be completed in one (1) service trip and shall be completed within 60 days after receipt of order.

V. PERIOD OF PERFORMANCE:

Performance for CLIN 0001 shall take place at the Government’s facility and have a period of performance of 60 days after receipt of order. Performance shall be at:

100 Bureau Dr, Building 220, B311, Gaithersburg, MD 20899.

VI. ACCEPTANCE/INSPECTION BY THE GOVERNMENT

The Government reserves the right to conduct quality assurance testing to confirm that a given instrument meets the manufacturer’s performance specifications. All Government testing will be completed within 30 days working days after maintenance is performed.

VII. RISK ASSESSMENT: LOW

All work will be performed at the Government’s site.

VIII. CONTRACTOR’S MINIMUM QUALIFICATIONS

The Contractor shall provide engineers or technicians that are fluent in the operation of the covered equipment throughout the period of performance of this requirement.

Monitoring Method
CLIN 0001:Coating service to be performed on 2.5 m integrating sphere
Perform coating services so that the coated sphere surface is smooth, especially at the hot spot region (see the attached paper).

Coating will be tested by TPOC after service is performed through visual inspection, uniformity measurement, and fluorescence measurement.
