Bid submissions are due by 4:00 PM on April 21, 2026, and must be delivered to the MARK Project Office at 43355 State Highway 28, PO Box 516, Arkville, NY 12406. Work must conform to all NYS, national, and local building codes and may be conducted Monday through Saturday between 7:30 AM and 6:00 PM.

All bidders must be EPA-certified to work with lead paint, as the project assumes lead-based paint on all wood components and requires adherence to EPA Lead Safe Work Practices. Required bid attachments include updated certificates of Workers' Compensation and Liability Insurance, EPA RRP certification, and a non-collusive bidding form. The project includes specific contracting goals: 6.00% for Service-Disabled Veteran-Owned Businesses, 15.00% for Minority Business Enterprises, and 15.00% for Women Business Enterprises. The contractor is responsible for developing drawings and specifications for building permits, and a lead-certified person must be present on-site at all times. If the initial lead clearance test fails, the contractor bears all costs for subsequent testing at $500.00 per test, with dust wipe sampling required on four randomly selected rooms where work is completed.
