The contractor shall provide personnel, equipment, and materials to respond to Altus within five hours of notification if heavy duty equipment (e.g. a vacuum truck) is required. The contractor shall respond to other spills within four hours of notification. The contractor shall ensure that there is someone available to initiate spill response activities at all times.

A list of Altus AFB personnel authorized to initiate a response action by the contractor will be provided to the contractor and all relevant emergency response organizations. Upon receipt of a request to respond to a spill, the contractor shall call the Contracting Officer and provide their name, organization, the name of the person requesting the response action, reason given for response action request, time of request, name of lead individual responding, and contact telephone number. If a spill occurs after hours and Contracting Officer approval or authorization is not needed in regard to exceeding the expenditure limit, voice mail messages are acceptable.

The contractor shall respond to spills as defined in the Altus Spill Prevention Control and Countermeasure (SPCC) and Facility Response Plan (FRP), including neutralizing, deactivating, and/or adsorbing any remaining spilled material as appropriate, and then recovering and cleaning up the spilled material and materials contaminated by the spill. All response action material, equipment, and debris that cannot be decontaminated shall be collected and containerized for disposal. The Government will be responsible for disposal costs. The contractor shall sample containerized material, soils, and other possibly affected media such as air, ground water, or drinking water, as necessary to determine if the spill site is clean.

Upon completion of the response action, the contractor shall provide a brief report describing the actions taken including the timeframe for these actions. A separate section shall be appended to the report containing recommendations for changes in procedures or facilities that may mitigate impacts in future events. The contractor may be required to attend a meeting to brief the Altus AFB Project Manager, Contracting Officer, Senior Fire Official/Incident Commander, and/or other personnel, to ensure transfer of all pertinent information relating to the response action to Altus AFB personnel. Costs for completing this task will be agreed to in advanced (via confirmation notices) on a fixed price basis.
