About this file
This is a Request for Information (RFI) issued by the City of Bridgeport, Connecticut, seeking innovative alternative solid waste management infrastructure pilot solutions. The RFI targets developers and organizations that can provide new, clean waste management technologies capable of processing 15-25 tons of waste per day, with a preference for modular and distributed systems. The submission deadline is set for Friday, September 19, 2025, at 2:00 pm, and interested parties must submit their responses electronically through the OpenGov procurement portal. The city is specifically looking for pilot projects that reduce environmental impacts, minimize emissions, and align with environmental justice principles.
The RFI outlines comprehensive requirements for proposed solutions, including detailed assessments of financial feasibility, technology specifications, input and output characteristics, scalability, sustainability, and previous implementation history. Respondents are expected to provide information on feedstock requirements, potential outputs (such as electricity or renewable natural gas), utility needs, environmental impacts, and potential community benefits including job creation. The city emphasizes that traditional trash-to-energy and incineration technologies are not considered alternative solutions. Importantly, this RFI is for information gathering purposes only and does not constitute a formal Request for Proposals (RFP), with no guarantee of future contract award or financial commitment from the City of Bridgeport.

1. Summary
1.1. Alternative Solid Waste Management Infrastructure Pilot Solutions
The City of Bridgeport is requesting information from interested developers and other organizations interested in pursuing alternative solid waste management infrastructure PILOT solutions.
Municipal solid waste management costs have risen exponentially over the past decade, resulting in an increasing financial burden to municipalities, especially urban centers. Current solid waste management in CT relies on trucking and incineration. Most waste in Bridgeport is currently managed through trash to energy incineration.
With the increasing emphasis and need to reduce carbon emissions and make our City more sustainable in the face of climate change, the City is interested in examining alternative solutions to solid waste management, in the form of PILOT projects. PILOT projects that are modular/distributed with realistic and feasible scalability are preferred.
2. Background
2.1. PROJECT SUMMARY AND REQUIREMENTS
The City is interested in new, clean, and alternative PILOT solid waste management solutions with potential for scalability. Projects should reduce or eliminate environmental disbenefits associated with current solid waste management, including emissions and environmental justice impacts. The City would expect this pilot to process 15-25 tons a day.
The City of Bridgeport operates solid waste management within the City, but not for all properties. Trash is currently brought for incineration and conversion into electricity.
The City of Bridgeport is planning to issue a more detailed request for proposals for solid waste management solutions after determining the best and most applicable applications to the City’s current solid waste challenges.
Project requirements:
• Provide financially practical and sustainable solid waste management PILOT with scalability
• Limited/minimal/no emissions (any emissions should be detailed in overview)
• Ensure no definable environmental justice impacts/lessen them (any EJ impacts should be detailed in overview)
• PILOT project must be able to be removed at the end of the PILOT in a reasonable and feasible fashion
• PILOT project must not result in a formal commitment for out-of-pocket expenses to the
City of Bridgeport (exclude. tipping fee)
• Traditional trash to energy plants/incineration are not included as new and alternative solid waste management solutions
3. Request For Information
Proposals should provide a comprehensive overview and analysis of the proposed PILOT project and scalability options. Submissions are encouraged to provide a supplemental summary of large proposals that highlights the specific project information below. Submissions should ensure responses to all questions. This comprehensive overview should include the following information.
Overview:
A. Summary of PILOT project
B. Financials/needs for PILOT deployment and scalability
1. Financials/needs for scalability
2. Financing mechanisms and needed commitments from participants
C. Land use/spacing requirements for PILOT and scalability, utility connections, transportation needs
D. Proposed technology specifications and information
E. Overview of expected permitting requirements and process, if not currently in place, expectations for permitting process and approval, zoning, etc
3. Overview of agency approvals
4. Please include sample Timeline and expected flow chart for approvals process
F. Detailed overview of system, system input requirements, and system outputs
5. Inputs
a. What type of feedstock is required for your facility?
b. Are there any specific characteristics needed to make the feedstock viable or processing limitations (e.g., food scraps must be source separated)?
c. What are the tonnage/ volume needs to make your facility viable? Provide a range or a minimum if applicable.
d. Can you provide tip fee estimates?
e. Estimations of utility needs
6. Outputs
