1.0 OVERVIEW The mission of Air Force Junior Reserve Officer (AFJROTC) is to "Develop citizens of character dedicated to serving their nation and community." The program achieves this through classroom education in air and space fundamentals and hands on learning opportunities in several fun and challenging extra-curricular activities. The purpose of this requirement is to provide alterations and dry-cleaning services to 870+ AFJROTC locations in 665 independent school districts, with 125,000 cadets, in 50 states, 7 foreign countries, and 2 territories. Currently these services are done through a patchwork of vendors and a one stop shopping source is needed to support this requirement.

2.0 SCOPE

2.1 The contractor shall provide payment for Dry Cleaning and Alterations Services to 870 AFJROTC locations on a on demand basis. Payment(s) is for approved requests of those services listed in Section 3. Approved requests will be listed in the WINGS system. The contractor shall update WINGS with all applicable information showing vendor contacted, receipt received, and charge reconciled. Vendor shall provide a consolidated bill to the Government monthly.

3.0. PERFORMANCE REQUIREMENTS

3.1. Utilize the Web Intensive Gains “WINGS” System for performance of request submission, tracking, customer response, and receipt validation. WINGS is the online system used to track purchasing for AFJROTC. It is the system of record for all financial transactions. The contractor shall be provided access to all modules need for this performance.

3.3. The contractor shall review 100% of Alterations/Dry Cleaning requests to ensure all required documentation (estimate, vendor name, contact information, and amount requested) are listed.

Should a request not be complete the vendor may return the request in WINGS with an explanation of what is missing.

3.4. Upon receipt of a correct request the contractor will arrange and make payment to the listed vendor. The cost shall not exceed the price(s) listed on the WINGS Invoice/Estimate. The contractor shall not make any payment in an amount that deviates from the cost listed on the WINGS request. If the cost does deviate, the vendor shall immediately stop the process and return the request back to the unit. Approved costs to purchase shall be paid by the contractor and will be reimbursed monthly.

3.5. Provide and use all varieties of payment methods to pay for alterations and/or dry-cleaning services. For example: credit card, money order, check, electronic payment, and cash as requested by the Government. Purchases may be single purchases, on-demand purchases, bulk purchases, and/or a combination of these listed. The contractor shall maintain purchasing ability of a minimum of $150,000.00

3.8 The contractor shall provide a Monthly Status Report which includes, at a minimum, the amount funds expended, the unit number purchased for and the category of purchase (Alterations, Dry Cleaning or laundry services). The report is due by the 5th workday following the end of the month

KERCHER, NATHAN A 1st Lt USAF AETC 42 CONS/PKB Recommend including a list of locations in an attachment to ensure vendors are capable of servicing all detachments.

BROWN, RICHARD E CIV USAF AETC HOLM CENTER/JROTC JRSL

Added Appendix B listing all AFJROTC Units and their locations.

KERCHER, NATHAN A 1st Lt USAF AETC 42 CONS/PKB Is this included in the monthly deliverable (A001) or is it a separate requirement? Recommend adding another deliverable if it's the latter.

BROWN, RICHARD E CIV USAF AETC HOLM CENTER/JROTC JRSL

Included

KERCHER, NATHAN A 1st Lt USAF AETC 42 CONS/PKB What are the tasks that do not utilize wings? Might be useful to specify the tasks that require WINGS usage (Order tracking/submission, customer response, etc.)

KERCHER, NATHAN A 1st Lt USAF AETC 42 CONS/PKB Language added per customer request/response to CO questions.

KERCHER, NATHAN A 1st Lt USAF AETC 42 CONS/PKB To be clear, the responsibility of ceasing work in the case of cost deviation is intended to fall to the end-vendor (the ones actually doing the alterations/dry cleaning) and not the contractor?

BROWN, RICHARD E CIV USAF AETC HOLM CENTER/JROTC JRSL

Correct, for example if the vendor calls and the cost has increased above what was in Wings then the process stops. The vendor at no time is responsible for or generates a cost increase in services.

KERCHER, NATHAN A 1st Lt USAF AETC 42 CONS/PKB Removed PayPal as a specific example as it already falls under electronic payment methods

KERCHER, NATHAN A 1st Lt USAF AETC 42 CONS/PKB CLIN structure will need to facilitate this (lots of clins!)

BROWN, RICHARD E CIV USAF AETC HOLM CENTER/JROTC JRSL

The intent here was to show that the vendor would be paying for everything from one item to 100 items.

KERCHER, NATHAN A 1st Lt USAF AETC 42 CONS/PKB Will need to be defined

KERCHER, NATHAN A 1st Lt USAF AETC 42 CONS/PKB Will need min and max orders for each CLIN based on your requirements

BROWN, RICHARD E CIV USAF AETC HOLM CENTER/JROTC JRSL

Will update IGE with MIN/MAX or as required by the COR. All information shall be input correctly into the AI portal. All deliverables will be reviewed for timeliness, accuracy, and format, within 10 business days. 3.10 Quality Control Plan (QCP): The contractor shall develop and maintain an effective QCP to ensure the requirements of this PWS will be met.
