About this file
This Sources Sought (SSS) document from the Defense Logistics Agency (DLA) Aviation seeks interested manufacturers for AN/ALR-56M Radar Warning Receiver (RWR) Line Replaceable Unit (LRU) components for F-16 Blocks C/D and C-130J aircraft. The specific National Stock Numbers (NSNs) of interest include an Analysis Processor (NSN 5865-01-714-9774EW), a 5A2/5A9 modification kit (NSN 5865-K1-200-466AEW), and a 5A9 Circuit Card Assembly (NSN 5998-01-715-8493 EW), all currently manufactured exclusively by BAE Systems.
The market research aims to identify potential sources capable of producing these highly specialized RWR components, with responses requested by XX XXX 2025. The government intends to award a limited source contract using Other Than Full and Open Competition, citing BAE Systems as the only known source due to possessing necessary engineering data, skills, and equipment. Interested parties are invited to email Christopher Wade and Christine Smith, specifying which NSN(s) they might be capable of producing, with the understanding that this is an informational request and does not constitute a formal solicitation or commitment to contract.

ITEM DESCRIPTION
The AN/ALR-56M Advanced Radar Warning Receiver (ARWR) continuously detects and intercepts Radio Frequency (RF) signals in specific frequency ranges and analyzes and separates threat signals from non-threat signals. The AN/ALR-56M Weapon System is exclusive to the F-16 Blocks C/D and C-130J aircrafts. It displays threat signals to pilot on a priority basis and provides efficient and effective logistical support to the using command activities for the system.
Analysis Processor (AP) LRU-5, NSN 5865-01-714-9774EW, on the ALR-56M Radar Warning Receiver (RWR) is responsible for running the Operational Flight Program (OFP). This is the "brains" of the RWR. The AP is responsible for processing pulse data from the SHR/CDR, alerting the pilot of detected threats, and passing along RWR information to the CMDS and MC.
The 5A2/5A9 modification kit, NSN 5865-K1-200-466AEW, on the ALR-56M RWR will convert the 5A2 and 5A9 Shop Replaceable Unit (SRU) from a legacy 5A2/5A9 to an updated 5A2/5A9. The modification kit will update the LRU-5 from legacy configurations to the -009 LRU-5 configuration.
The 5A9 Circuit Card Assembly, NSN 5998-01-715-8493 EW, on the ALR-56M RWR loads and stores the OFP and MDFs. All processing done by the AP is handled by the 5A9.
Impediment to Competition:
The Government does not possess the data or facilities required for accomplishment of this requirement by another vendor. BAE Systems, Cage Code 81413, is the only known source for NSN addressed in this SSS/RFI. BAE Systems acquires the data, skills, and equipment necessary to successfully provide the services required by the Government for these highly specialized items. The Government does not possess the detailed engineering information that would enable a new vendor to successfully develop a production and testing methodology for these items. The fact that the Government does not possess a full data package precludes a full and open competition for the production of items.
INTEREST
The DLA/AWB Contracting Office intends to award a limited source contract to the vendors discussed above for the manufacture of AN/ALR-56M replenishment spares. Other interested parties may identify their interest and capability in producing any of the NSNs listed above. Respond to the requirement no later than XX XXX 2025 by emailing Mr. Christopher Wade at christopher.wade.17@us.af.mil and PCO Christine Smith at christine.smith.20@us.af.mil.mailto:dla.dlr.proc@us.af.mil Please ensure you specify which NSN(s) you are interested in potentially producing. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One (or a limited number) Responsible Source(s) and No Other Supplies or Services Will Satisfy Agency Requirements.
