PERFORMANCE WORK STATEMENT
1. SCOPE: This Performance Work Statement (PWS) covers the rebuild of one Leblond Lathe (Alpha BHQ), Model 2516.
2. BACKGROUND:
2.1. Location: at the Portsmouth Naval Shipyard in Kittery, Maine.
2.2. Shipyard Point of Contact: The Shipyard point of contact and coordinator of all this work will be provided upon award.
3. REQUIREMENTS:
3.1. General: Unless indicated otherwise in the PWS, the Contractor shall provide all equipment, tools, materials, parts, and other items and services necessary to perform the work specified herein and to return the machine to working order so that it performs as designed by the OEM.
3.1.1 The Contractor shall perform work as defined below and in accordance with quotation provided in response to this solicitation:
o REMOVAL, RIGGING, TRANSPORTATION Remove the lathe, and ship it to contractor’s facility to perform the machine rebuild.
Contractor is responsible for all lifting/rigging during removal and re install and transportation to contractors facility. Machine will have been electrically disconnected prior to contractor arrival.
o MACHINE Completely disassemble machine and cleaned to inspect for worn parts.
o LATHE BED Grind lathe bed and scrape saddle. If required, build up saddle to restore leadscrew and drive rod centerline.
o CROSS SLIDE and COMPOUND Grind cross slide and compound. Scrape fit gibs. Replace both crossfeed and compound screws and nuts.
o HEADSTOCK Rebuild headstock including replacement of all bearings. Repair/replace main driveshaft and pulley. Rebuild main motor assembly. Replace Warner electric brake/clutch.
o GEARBOX Rebuild gearbox completely.
o APRON Rebuild apron including replacement of all components. Replace feed drive rod.
o TAILSTOCK Rebuild tailstock. Scrape bottom to fit, hone tailstock, chrome/plate/grind quill for proper fit. Replace tailstock screw and nut. Build up tailstock as required to restore correct centerline.
o HARDWARE All hardware to be black oxide.
o MISC. COMPONENTS (Steady rests, chip tray, guard, etc.)
All other misc. components will be disassembled, inspected, repaired if necessary and painted.
o PAINT Lathe to be cleaned, sanded and painted w/ 3 coats of epoxy based paint to original color.
o REASSEMBLY Lathe to be re assembled at contractor’s facility and verify alignment and accuracy meets original OEM specifications.
Customer reserves the right to witness performance test at contractor’s facility to verify OEM specifications are met.
o DELIVERY / RE INSTALL Upon delivery to PNSY, the contractor shall unload and re install the machine.
Customer will be responsible for re connecting electrical service.
o FINAL VERIFICATION Upon completion of installation, contractor shall verify OEM specs for alignment and accuracy are met.
4. QUALITY ASSURANCE PROVISIONS:
4.1. Personnel Safety and Health Requirements: Where applicable, all machine parts, components, mechanisms, and assemblies furnished on the unit shall comply with all specific requirements of “OSHA Safety and Health Standard (29CFR1910), General Industry”, ANSI/AMT B11.19, ANSI/AMT B11.22, and ANSI/AMT B11.23, and ANSI/AMT B20.1 that are applicable to the equipment itself. Covers, platforms, guard rails, belt guards, and safety devices shall be provided for all parts of the equipment that present a safety hazard. The safety devices shall not interfere with the operation or maintenance of the equipment. The safety devices shall be removable to facilitate inspection, maintenance, and repair of the part. Additional safety and health requirements shall be as specified in other paragraphs of this specification.
4.2. OSHA Approved: Where applicable, the equipment specified herein shall be in compliance with the applicable OSHA regulations and be listed by one of the OSHA accredited laboratories or approved in accordance with CFR Title 29, Chapter XVII, Part 1910 and installed in accordance with applicable NEC/NFPA requirements. Approval shall be as specified under the “Approval” and “Acceptance” criteria in the OSHA regulations Subpart “O”, Machinery and Machine Guarding para. 1910.212 and Subpart “S” Electrical, para. 1910.303 and para.
1910.399. After equipment delivery and installation and prior to testing, the Contractor shall provide a signed written Manufactures Certification (paragraph 3.3.6.8) that equipment has been manufactured and installed to OSHA CFR 1910.399 (per definition of ‘acceptable’).
5. HAZARDOUS ENERGY CONTROL:
5.1. Contractors and non-PNS government agencies (NPGAs) are hereby informed that their employees or representatives present on property under Portsmouth Naval Shipyard cognizance must adhere to Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), Hazardous Energy Control (HEC) when performing work under PNS contract. All HEC work to be performed by Contractors and NPGAs requires that PNS Technical Points of Contact (TPOC) and/or Contracting Officer’s Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the PNS Technical Points of Contact (TPOC) and/or Contracting Officer’s Representatives (CORs) be informed of the change/deviation.
Appendix 250, B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NPGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the designated LOTC.
5.2. HEC locks shall have red bodies and meet the requirements of OSHECM Chapter 250 which includes having labels or tags affixed to the HEC locks to identify who installs the HEC lock(s) and also to provide a point of contact telephone number. HEC locks shall be provided by the Contractor or NPGA for their employees use. HEC tags used for Tags-Plus HEC work shall be provided by the designated PNS LOTC to the Contractor or NPGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.
5.3. Contractors and non-PNS government agencies (NPGAs) may obtain electronic copies of OSHECM Chapter 250 (latest revision) by using the following web site:

5.4. For service and rental contracts involving hazardous energy control work, the contractor or Non-PNS Government Agency (NPGA) shall submit to the contracting officer a certification of compliance that their personnel who need to work under hazardous energy controls have been trained IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), Hazardous Energy Control (HEC) program requirements. Contractors and NPGAs shall ensure that all their employees present on property under Portsmouth Naval Shipyard cognizance are aware of HEC program requirements.
Contractors shall submit Attachment upon receipt of award.
5.5. Names and contact information for PNS LOTCs and/or the Facility Custodian will be provided by PNS Technical Points of Contact (TPOC) and/or Contracting Officer’s Representatives (CORs) set forth in the award document.
6. PLACE OF PERFORMANCE:
6.1. The machine component disassembly, reassembly, and final accuracy test will take place in within the Portsmouth Naval Shipyard. All work to be performed between the hours of 0700 and 1530, Monday-Friday. Expanded hours with written permission by the Shipyard POC.
6.2. All other work shall be performed at the Contractors facility.
7. PERIOD OF PERFORMANCE:
7.1. The Contractor shall complete performance under this contract no later than 52 weeks after the date the contract is awarded.
8. SECURITY:
8.1. is within the of the Portsmouth Naval Shipyard.
Additionally, is a security island. No person not known to be an American citizen of good standing and repute shall be eligible for access to Portsmouth Naval Shipyard.
Proof of citizenship is required.
9. DELIVERABLES:
9.1. Responsibility For Inspection: The Contractor is responsible for the performance of all inspection requirements as specified herein. The Contractor may utilize his own facility or any other commercial facility acceptable to the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to the prescribed requirements.
9.2. Warranty: Any product or part thereof covered by this specific order which, under normal operating conditions, proves defective in material or workmanship or fails to perform in accordance with the Specifications within twelve (12) months from the date of acceptance will be repaired or replaced without delay by the Contractor free of charge. This work shall take place at the Portsmouth Naval Shipyard.
9.3. Final Acceptance: Upon satisfactory completion of inspection and test of the equipment, the authorized Government Representative (Portsmouth Naval Shipyard) will sign and forward the acceptance document(s) to the paying office.
