This is a non-personal services contract to provide Demolition and Renovation services to the Federal Communications Commission (FCC) Allegan Michigan (MI) Field Office Location.
2 BACKGROUND
The FCC, an independent agency of the United States Government established by the Communications Act of 1934, is charged with regulating non-Government interstate and international communications by radio, television, wire, satellite, and cable. The FCC’s jurisdiction covers the 50 states, the District of Columbia (DC), and U.S. possessions.
The FCC is led by a Chair and up to four Commissioners appointed by the President with the advice and consent of the U.S. Senate. The Commission staff is organized into seven (7) Bureaus (including the Enforcement Bureau (EB)), several offices (including OMD and the Offices of Engineering and Technology (OET), Strategic Planning & Policy (OSP), and General Counsel), and numerous field offices (including the Allegan, ME Field Office).
3 OBJECTIVES
The FCC’s objective is to obtain construction support at the FCC’s Allegan (MI) Field Office location focused on buildings and structures in the contract work area. The objective of this project is to 1) Demolish the main building, attached garage, detached garage, asphalt, and fencing and restore grounds to pre-construction condition and restore electrical and communication services fed from the main building to the HFDF Hut. It is critical to ensure that all utilities that feed the hut are re-routed directly to the hut and tested with HFDF as functional prior to disconnection/demolition and have only minimal interruption of service (both power and telco) to the HFDF hut. 2) Demolish the Storage Building and restore grounds to pre-construction condition. 3) Demolish the Old Transmitter Building and fencing and restore grounds to pre-construction condition. 4) Remove multiple wooden poles and structures, metal antenna and manhole structure and bollards.

The attached garage is a 1488 square foot cinderblock building built in 1979. The detached garage is a 630 square foot wood building built in 1941. These three buildings are located in a cluster at the end of the main driveway and are surrounded by a fenced perimeter. The fenced area is partially covered in asphalt and contains a flag pole structure.
The storage building is an approximately 500 square foot cinder block and wood building built at an unknown date. This building is located to the west of the main building cluster along the pathway to the HFDF hut.
The presumed old transmitter building is an approximately 200 square foot metal building built at an unknown date and is surrounded by a perimeter fence. This building is to the north of the building cluster and is accessible from the main highway. The building contents are unknown.
The site contains multiple wooden poles and structures to the west of the building cluster that are both upright and lying on the ground. There is an upright metal antenna to the north west of the building cluster. There is a manhole structure and bollards along the main driveway. The site also contains various debris items around the buildings.
