About this file

This is a Questions and Answers document for federal contract opportunity Proposals number 19BC4026Q0004 for LE Staff Life and Disability Insurance Cover, with proposals due February 26, 2026, at 10:00 AM CAT.

The Q&A clarifies multiple coverage requirements and policy specifications. The solicitation is strictly for Group Life and Disability cover only—not Workers' Compensation or Group Personal Accident coverage. Group funeral cover is limited to eligible employees and contractors only. Disability benefits include Total Disability at 60 times monthly basic salary and Partial Disability at 60 times monthly basic salary multiplied by the percentage of worker incapacity per the Fifth Schedule of Botswana Workers' Compensation. Accidental Death and Dismemberment (AD&D) benefits apply to losses from acts of terrorism provided they do not fall within the solicitation's definition of war; bidders need not add special terrorism wording if their coverage aligns with the solicitation's existing definitions and exclusions. The insurance carrier must meet any stated minimum financial strength rating (e.g., AM Best "A-" or equivalent); carriers below the minimum are unacceptable even with reinsurance or guarantees unless the solicitation explicitly allows alternatives. The total payable disability benefit equals 60 times monthly basic salary with no prescribed specific payment period or duration beyond this amount. Total Disability is evaluated based on the employee's inability to continue employment rather than "own occupation" versus "any occupation" distinctions, and combination approaches are not acceptable. Zero occupational disability claim values in historical data reflect an absence of paid claims during those periods, not exclusions or unavailability of coverage.

A. We are currently preparing our submission for the above-mentioned tender and kindly request clarification on a point outlined in the solicitation document (Proposals number 19BC4026Q0004 -LE Staff

Life and Disability Insurance Cover), page 10, under Coverage –

Disability Benefit.

The Solicitation specifies the following benefits:

1. Total Disability: 60 times the monthly basic salary

2. Partial Disability: 60 times the monthly basic salary multiplied by the percentage of the worker’s incapacity as identified in the Fifth Schedule of the Botswana Workers’ Compensation (Subsidiary Legislation)

We would appreciate clarification on whether the above requirements imply that bidders are expected to also provide a combination of

Workers’ Compensation (WCA) and Group Personal Accident (GPA) cover to meet the stated benefits.

Your guidance on this matter will assist us in ensuring that our submission is accurate and fully compliant with the Solicitation requirements.

The Solicitation is strictly for Group life and Disability cover only.

B. Kindly confirm for us if your group funeral cover includes spouses and parents and what rate? like P30 000.00 or P50 000.00 ETC?

Coverage under this requirement is strictly limited to eligible employees and contractors.

C. I have read through the document, and I'd like to request the following.

1. Employee bio data - The same data the is outlined in the document but in excel format.

2. Claims History - Please provide the data on all claims paid over the last 3 years and kindly confirm if this was for the benefits requested or if they were for a different (i.e. 3x annual salary and not 4x requested)

This has already been provided in the solicitation.

The benefit breakdown was:

-- ANNUAL SALARY x GLA/ODB MULTIPLE (2)

D. Hello, I am a license insurance agent in Ok, Tx and I am also in SAMS.

I think we can do this, when is the bid due? Thank you – Answer: The

Proposals are due on Thursday, February 26, 2026, on or before

10:00 AM CAT as detailed in the Solicitation cover page 1.

E. Please advise if any of the questions below require additional clarification or rephrasing for response.

1. War and Terrorism Coverage

Section C.2.2 excludes benefits for death or injury caused directly or indirectly by war, while expressly stating that a terrorist attack shall not be considered war.

a. Please confirm whether Accidental Death and Dismemberment (AD&D) benefits are expected to respond to losses arising from acts of terrorism, provided such acts do not fall within the solicitation’s definition of war.

Accidental Death and Dismemberment (AD&D) benefits are expected to apply to losses arising from acts of terrorism, provided those acts do not fall within the Solicitation’s definition of war.

b. For clarity in plan documentation, would the Government prefer that terrorism coverage be explicitly stated as covered under AD&D, subject to the war exclusion as written?

Bidders are not required to add special terrorism wording if their proposed coverage already aligns with the definitions and exclusions in the Solicitation.

2. AD&D – War and Terror Provisions

Relatedly, does the Government require or permit any separate AD&D sub limits, endorsements, or explanatory language addressing war versus terrorism, or should offerors rely strictly on the definitions and exclusions already set forth in Section C.2.2?

The Government has clearly defined how war and terrorism are to be treated under Section C.2.2.

What does this mean for bidders:

• Bidders should rely on the existing definitions and exclusions in the

Solicitation.

• The Government does not require separate AD&D sub limits, endorsements, or additional explanatory language distinguishing war from terrorism.

• Additional or alternative languages will not be evaluated.

3. Carrier Financial Strength Rating

Please confirm whether the Government requires that the underlying insurance carrier be rated “A-” or better by AM Best (or an equivalent international rating agency).

If so, would the Government consider carriers rated below “A-” (for example, “B++”) if supported by reinsurance, guarantees, or other financial security mechanisms, or would such carriers be deemed unacceptable?

If a minimum financial strength rating is stated in the Solicitation, it is considered a mandatory requirement.

• The insurance carrier underwriting the policy must meet the minimum rating requirement stated in the Solicitation (e.g., AM Best

“A-” or equivalent, if specified).

• Carriers that do not meet the stated minimum rating are not acceptable, even if supported by reinsurance, guarantees, or other financial security arrangements, unless the Solicitation explicitly allows such alternatives.

• Bidders should ensure that the primary carrier, not only reinsurers, meets the required financial strength threshold.

4. Occupational Disability Claims History

Exhibit C reflects zero occupational disability benefit amounts for certain years.

a. Please confirm whether this reflects an absence of claims during those periods, rather than an exclusion or non-availability of occupational disability coverage.

The zero values reflect an absence of paid occupational disability claims during those periods.

b. Are there any exclusions or limitations related to occupational versus non-occupational disability that the Government expects offerors to incorporate beyond those already stated in Section C.2.1.3?

The Government does not expect offerors to introduce additional exclusions or limitations distinguishing occupational from non-occupational disability beyond what is already specified in Section

C.2.1.3 of the Solicitation.

Offerors should rely solely on the definitions, eligibility criteria, and exclusions expressly stated in the Solicitation.

• Disability Benefit Duration

Please confirm whether the disability benefits contemplated under Section

C.2.1.3 are intended to be permanent, temporary, or inclusive of both, provided the benefit amount equals 60 times the monthly basic salary as specified.

The total payable benefit equals 60 times the monthly basic salary as required.

The Government does not prescribe a specific payment period or duration beyond the stated benefit amount.

5. Definition of Total Disability – Own Occupation vs. Any Occupation

The solicitation defines Total and Permanent Disability as an impairment requiring separation from employment.

a. Please clarify whether the Government intends Total Disability to be evaluated on an “own occupation” basis, an “any occupation” basis, or a combination thereof.

The key determinant is the employee’s inability to continue employment, rather than the technical distinction between “own occupation” or “any occupation.”

Offerors should ensure their definition aligns with the Solicitation’s requirement that impairment necessitates separation from service.

b. If a combination approach is acceptable, would a structure such as an initial own-occupation period followed by an any-occupation standard be permissible, provided the total benefit remains consistent with Section C?

• Combination approach is not acceptable

We appreciate your guidance on the above items and welcome any direction if additional clarification is needed to ensure our questions align with the solicitation’s intent.
